Student Advisory Council

The 2021/2022 Student Advisory Council (SAC) met in regular session on Tuesday, September 21, 2021, in the Council chamber, 2nd Floor, City Hall, 555 South Washington Avenue, Titusville, Florida. 

Co-Chairperson Ben Hamilton called the meeting to order at 4:00 p.m. 

Present were Co-Chairperson Jacob Phillips, Vice-Chairperson Savannah Sevor, Secretary Edie Pringle, and Members Callie Cerrato, Aliyah Deimeke, Richie Dobbs, Addison Flake, Victoria Hillery, and Julia Moon. 

Co-Chairperson Emilee Elis and Member Aiden Sperr were absent.

Also present were Astronaut High School (AHS) Advisor Christina Cerrato, North Brevard Home School Association (NBHSA) Advisor Julie Pringle, City staff liaison Emily Campbell, and Assistant City Clerk Jolynn Donhoff (former City liaison).


COMMENTS FROM THE PUBLIC PRESENT – None. 


MINUTES

Motion:

Vice-Chairperson Sevor moved to approve the minutes of the regular Student Advisory Council (SAC) meeting on August 17, 2021, as written. Member Phillips seconded the motion and it carried unanimously. 


NEW BUSINESS – None.


OLD BUSINESS

Improve the DrinkDriveDie.com Webpage and Initiate Related Projects, such as continue to update the 2008 Last Dance Prom Video – The request was for Sr. Media Specialist Kurtis Korwin to discuss updating The Last Dance Video and for Council to take on assignments to complete the video, as well as give direction to the webmasters to enhance DrinkDriveDie.com.

Sr. Media Specialist Kurtis Korwin suggested holding a special meeting to complete the script for The Last Dance Video. Member Cerrato, Member Moon, and Vice-Chairperson Sevor volunteered to work on the script with Sr. Media Specialist Kurtis Korwin. They decided to meet on October 6th, 2021 at the Titusville Fire Department from 3:45 p.m. to 5:00 p.m. While meeting to discuss The Last Dance Video Sr. Media Specialist Kurtis Korwin would review with the webmaster (Vice-Chairperson Sevor) on how to make changes to the DrinkDriveDie.com webpage.

Motion: Co-Chairperson Phillips moved to approve Member Cerrato, Member Moon, and Vice-Chairperson Sevor to write and work on The Last Dance Script. Member Pringle seconded the motion. The motion carried unanimously.


Host the Community Service Earthwise event in the fall of 2021 – The request was to continue planning and taking on assignments to host the Community Service Earthwise event. 

Member Pringle expressed that she had reached out to Canaveral National Seashore to set up a day for the beach cleanup, but was awaiting a response. She would also request literature to distribute to clean-up participants.

Co-Chairperson Phillips expressed that he could work with Titusville High School’s Environmental Club to collaborate on the beach cleanup. Vice-Chairperson Sevor stated that Astronaut High School was also starting an environmental club that she could ask to collaborate with Student Advisory Council on the beach cleanup.

Council decided they would ask for the trash bags to be donated from Lowes or Home Depot for the beach cleanup and could advertise the cleanup with posters as well as the schools morning news videos. The advertising should indicate bring sunscreen and water.

Council also decided to tentatively rescheduled the date for the beach cleanup for November 13, 2021 at 8:00 a.m.

Motion: Co-Chairperson Phillips moved to approve hosting the beach clean-up at Canaveral National Seashore on November 13, 2021 at 8:00 a.m. Vice-Chairperson Sevor seconded the motion. The motion carried unanimously. 


Host a Youth Leadership Seminar in Spring of 2022 – The request was for Council to continue planning using the planning guide that was included in the agenda packet.

Co-Chairperson Phillip suggested March 3, 2022 as the date to host the Youth Leadership Seminar at Parrish Medical Center, if the hospital allowed events to be held there in 2022. Council agreed.

Member Moon expressed that she had reached out to the Environmental Endangered Lands (EEL) Program to ask for a guest speaker. Member Pringle suggested Keep Brevard Beautiful for a speaker. Co-Chairperson Phillips and Member Cerrato suggested someone from Breakaway Student Ministry at Park Avenue Church could be used as a guest speaker or possibly a facilitator for the Seminar. Member Cerrato also suggested having either a police or firefighter from the City speak. 

Astronaut High School Advisor Mrs. Cerrato stated that she could reach out to Jarrod Bayles who had volunteered his time as a guest speaker at this event in previous years. 

Council also discussed the permission slip for students to be able to attend the seminar and Co-Chairperson Phillips suggested adding a signature requirement from a teacher and a school administrator at the schools, as well as a minimum grade point average of 3.0; however, Council decided to ask applicants to handwrite their grade point average on the seminar application.

Council decided to advertise the Seminar by hanging flyers around the school and on club boards as well as advertising the seminar on the morning announcements at both schools. Co-Chairperson Hamilton said he would contact persons at his school to advertise to the home school students.


MEMBER REPORTS – None  


STAFF LIASON REPORT 

Action items: – In August, City Environmental Sustainability Planner R. Muller briefed Council on the Planning Department’s desire to obtain your Council’s input on an upcoming professional document that is being planned and underway, which would address environmental sustainability. Staff requested Council’s permission to add this as a future agenda item. This could also be a component to add to the 2022 Student Leadership Seminar.

Motion: Co-Chairperson Phillips moved to approve having someone from the Planning Department at a future meeting to discuss the City Sustainability Plan. Member Pringle seconded the motion. The motion carried unanimously. 


The City Hall elevator would be down for repairs in the near future. The start date of the repairs was unknown. During the repairs and for legal accessibility purposes, all Council and board meetings would be held across the street at the Fire Department; however, Council’s regular meeting in October (October 19, 2021) was one date that was not available on the Fire Department’s meeting room calendar. For this reason, City staff suggested the Council discuss and vote on an alternative meeting date for their October meeting. City staff offered the following dates that did conflict with other public meetings at the City: Monday, October 18 or Thursdays, October 21 or 28, 2021.  

Motion: Member Pringle moved to approve holding the Student Advisory Council meeting tentatively on October 18, 2021 at the Titusville Fire Department, if holding the meeting at City Hall on October 19, 2021 was not possible. Co-Chairperson Phillips seconded the motion. The motion carried unanimously.


Informational Items:

  1.  Council Budget – The available funding for SAC projects (Projects account nos. GFCC01 and GFCC04) was included in the agenda packet. 
  2. Polo Shirt Order Form – Members may submit forms to City Liaison Emily Campbell. 
  3. Media Waiver Release – If council did not, please submit your completed form (included in the orientation packet) to City staff Liaison Emily Campbell. 
  4. Meeting Agendas & Delivery Methods – Following the first SAC meeting on August 17, 2021, the monthly SAC meeting agenda would be emailed to you at least five (5) calendar days prior to each meeting; however, the City liaison sometimes has trouble with emails being undeliverable. Please note: It is SAC Members’ responsibility to get the agenda and review it prior to your meetings (to prepare for discussions, ideas, voting, etc.).

Motion: Chairperson Phillips moved to adjourn the meeting at 5:55 p.m. Member Deimke seconded the motion and it carried unanimously.
