Student Advisory Council

Regular meeting

October 19, 2021

 

The 2021/2022 Student Advisory Council (SAC) met in regular session on Tuesday, October 19, 2021, in the Council chamber, 2nd Floor, City Hall, 555 South Washington Avenue, Titusville, Florida. 

Co-Chairperson Jacob Phillips called the meeting to order at 4:00 p.m. 

Present were Co-Chairperson Emilee Elis, Co-Chairperson Jacob Phillips, Vice-Chairperson Savannah Sevor Secretary Edie Pringle, and Members Callie Cerrato, Aliyah Deimeke, Richie Dobbs, Addison Flake, Ben Hamilton, Victoria Hillery, Julia Moon and Aiden Sperr.

Also present were Astronaut High School (AHS) Advisor Christina Cerrato, North Brevard Home School Association (NBHSA) Advisor Julie Pringle, City staff liaison Emily Campbell, and Assistant City Clerk Jolynn Donhoff (former City liaison).

MINUTES                                                   

Motion:

Member Edie Pringle moved to approve the minutes of the regular Student Advisory Council (SAC) meeting on September 21, 2021, as written. Vice-Chairperson Savannah Sevor seconded the motion and it carried unanimously.


NEW BUSINESS

City Sustainability Plan Titusville Sustainability Action Plan (SAP) - As part of the of the City’s community engagement for the SAP, staff seeked the Student Advisory Council to make a recommendation for their preferred youth outreach. Potential outreach options include:

  1. Recorded in-school presentation on sustainability
  2. Information booth at a local event
  3. Partnership with a local middle and/ or high school class 

Sustainability Planner Rachel Muller reviewed the three outreach options with council.

Council came to a consensus that partnering with a local middle and/or high school class was the most effective youth outreach. 


OLD BUSINESS

Improve the DrinkDriveDie.com Webpage and Initiate Related Projects, such as continue to update the 2008 Last Dance Prom Video  – City Digital Media Compliance Specialist Kurtis Korwan worked with Member Cerrato, Member Moon, and Vice-Chairperson Sevor on October 6, 2021 updating The Last Dance video script, following councils’ instructions from the meeting in September. The updated script is in the agenda packet. The script is not complete and Council will need to schedule another meeting to complete the script. Continue planning and take on assignments to complete the project. Additionally, if desired, discuss or provide your Council’s webmaster(s) direction to enhance DrinkDriveDie.com.

Member Cerrato, Member Moon, and Vice-Chairperson Sevor agreed to meet with City Digital Media Compliance Specialist Kurtis Korwan on November 3, 2021 at 3:45 p.m. to finalize the script. 


Host a Youth Leadership Seminar in Spring of 2022 – The request was for Council to continue planning using the planning guide that was included in the agenda packet.

Member Cerrato stated that the House of Ashkelon could be used to host the youth leadership seminar if Parish Medical Center does not allow council to have it in their conference room.

For guest speakers Co-Chairperson Jacob Phillips recommended Ms. Hannan, a teacher at Titusville High School. Member Julia Moon recommended Jonathan Gibson the Director of Student Ministry at Park Avenue. 

Member Edie Pringle stated that she contacted Keep Brevard Beautiful via email and did not receive a response yet. 

Member Cerrato stated that Astronaut High School Advisor Ms. Cerrato contacted Jarrod Bayles and he agreed to speak at the seminar.

For the main activity Co-Chairperson Jacob Phillips recommended building a city. This one done two years ago at the youth leadership seminar and the council and students enjoyed the activity.

Senior Planner Eddy Galindo discussed the main project from the youth leadership seminar two years ago which included drawing maps with different land use zonings. 

Sustainability Planner Rachel Muller discussed options for the main event that included mapping the carbon use and identifying ways to reduce it and a walkability analysis.

Vice-Chairperson Sevor recommended that council used building the city as an idea but to modify it into discussing things to help the City of Titusville.

Council discussed how they would advertise for the youth leadership seminar. Vice-Chair Sevor stated that Astronaut High School has social media accounts that could be used for advertising. Co-Chairperson Phillips stated that Titusville High School also had social media accounts that could be used to advertise for the youth leadership seminar. Co-Chairperson Hamilton stated that the North Brevard Home School Association advertised on their bulletin board and newsletters. 

Motion: Vice-Chairperson Savannah Sevor moved to approve city planning as the main event for the youth leadership seminar. Member Sperr seconded the motion. The motion carried unanimously.

North Brevard Home School Association advisor Julie Pringle asked council if they planned on dividing the areas where they would hand out merchant letters and ask for donations. 

Motion: Vice-Chairperson Savannah Sevor moved to allow council to chose the places or areas where they wanted to ask for donations. Co-Chairperson Ben Hamilton seconded the motion. The motion carried unanimously. 

Vice-Chairperson Savannah Sevor chose downtown Titusville. Co-Chairperson Hamilton chose highway 50. Co-Chairperson Jacob Phillips chose Titus Landing. Member Pringle stated that she would contact NASA for passes for the Visitors Center. 


Host the Community Service Earthwise event in the fall of 2021 – The request was to continue planning and taking on assignments to host the Community Service Earthwise event. 

Member Pringle stated that she had reached out to Canaveral National Seashore and spoke with Ranger Ashley. They approved a beach cleanup for November 13, 2021 from 8:00 a.m. 10:00 a.m. starting at pier one. Member Pringle was told that Ranger Ashley would provide the trash bags and forms for students to fill out. 

Co-Chairperson Ellis stated that she would not be able to attend the beach cleanup and will be out of town.

North Brevard Home School Association advisor Julie Pringle asked council if someone was bringing water, a tent and sunscreen. 

Member Pringle stated that she was bringing a table.

Co-Chairperson Jacob Phillips asked council if he could invite Titusville High School’s Environmental Club. Council agreed that he could.

Member Moon asked if masks were required. Member Pringle stated that masks were not required during the beach cleanup since they will be outside but asked council to bring masks just in case.

STAFF LIASON REPORT

 Action items: – None.


Informational Items:

  1. Council Budget – The available funding for SAC projects (Projects account nos. GFCC01 and GFCC04) was included in the agenda packet. 
  2. Polo Shirt Order Form – City Liaison Emily Campbell will distribute shirts for new members.
  3. Media Waiver Release – If council did not, please submit your completed form (included in the orientation packet) to City staff Liaison Emily Campbell. 
  4. Meeting Agendas & Delivery Methods – Following the first SAC meeting on August 17, 2021, the monthly SAC meeting agenda would be emailed to you at least five (5) calendar days prior to each meeting; however, the City liaison sometimes has trouble with emails being undeliverable. Please note: It is SAC Members’ responsibility to get the agenda and review it prior to your meetings (to prepare for discussions, ideas, voting, etc.).  

ADJOURNMENT

Motion: Co-Chairperson Phillips moved to adjourn the meeting at 5:55 p.m. Member Deimke seconded the motion and it carried unanimously.
