The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday May 4, 2022 at 6:00 p.m.

Chairwoman Speidel called the meeting to order at 6:00 p.m. Present were Vice Chairman Richardson, Secretary Grant, Member Aton, Member Riley, Member Perez and Alternate Member Fayson.  Member Rice and Alternate Member Childs were absent.  Also in attendance were Senior Planner  Eddy Galindo, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Secretary Grant made a motion to approve the minutes from the April 20, 2022 meeting. Member Fayson seconded. There was a unanimous voice vote.

Mr. Galindo gave an overview of this item.

 

Jesse Wright of 3550 S. Washington Avenue Titusville, Florida came to speak in favor of this item. Mr. Wright showed a brief video.

 

Rodney Honeycutt of 3700 S. Washington Avenue Titusville, Florida came to speak in favor of this item. 

 

Lisa McCotter of 515 Country Club Drive Titusville, Florida came to speak in favor of this item.

 

William Cassel of 1400 Milton Street Titusville, Florida came to speak in favor of this item.

 

Discussion took place amongst the Planning and Zoning Commission members, applicant and staff.

William Chivers of 3735 Chiara Drive Titusville, Florida came to speak in favor of this item.

 

Steve Yuke of 2595 Lagrange Road Titusville, Florida came to speak in favor of this item.

 

Tyler Buckely of 2600 S. Park Avenue Titusville, Florida came to speak in favor of this item.

 

Discussion took place amongst the Planning and Zoning Commission members, applicant and staff.

 

The Planning and Zoning Commission requests that staff review Section 28-255 (d)(1)(f) as it is unnecessary.

Member Fayson made a motion to approve CUP#3-2022 – Park Avenue Baptist Church School with  the staff recommendation #1 which is as follows: 1. As a condition of approval, parking for the school shall be designated by signage to ensure that school parking spaces meet the required twenty-five (25) foot front setback line in the R-1B zoning district. The Planning and Zoning Commission does not approve staff recommendation #2.   Vice Chairman Richardson seconded.
