The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday May 18, 2022 at 6:00 p.m.

Chairwoman Speidel called the meeting to order at 6:00 p.m. Present were Vice Chairman Richardson, Secretary Grant, Member Rice, Member Aton, Member Riley, Member Perez and Alternate Member Fayson. Alternate Member Childs was absent. Also in attendance were Senior Planner Eddy Galindo, City Attorney Richard Broome and Recording Secretary Laurie Dargie.

City Attorney Broome swore in Lisa Gilbert as the School Board liaison to the Planning and Zoning Commission.

Vice Chairman Richardson made a motion to approve the minutes from the May 4, 2022 meeting. Member Aton seconded. There was a unanimous voice vote.

Member Rice stated that he filled out FORM 8B and this form was provided to the Recording Secretary and all members of the Planning and Zoning Commission. Member Rice will be abstaining from the Billboard Ordinance vote.
New Business
Ordinance – Billboard abutting I-95
Mr. Galindo gave an overview of this item.
The Planning and Zoning Commission had discussion with city staff.

LaQuitta Collins of 5110 Volusia Avenue Titusville, Florida came to speak in favor of this item.
The Planning and Zoning Commission had discussion with Ms. Collins and city staff.

Vice Chairman Richardson made a motion to approve the Adult Day Care ordinance as presented with the exception of deleting the proposed Urban Mixed Village (UMU) limitation in Section 28-90 (C) (2) related to Deleon Ave and Park Ave. Member Perez seconded.

City Council Summary of Action May 10, 2022
Informational only.
Vice Chairman Richardson said that the City of Deland is looking to simplify their Downtown housing codes and regulations and he will be watching closely as they make these changes.
Member Fayson said he wanted to thank the City of Titusville for what they are doing for the Indian River Lagoon because it is slowly starting to clear up.
