The Position  This is a professional planning position responsible for complex, innovative planning work in the area of redevelopment. The incumbent assists and works closely under the direction of the Community Development Director and the Executive Director of the Community Redevelopment Agency (CRA).   The Candidate  Bachelor’s degree in Urban and Regional Planning, Landscape Architecture, Public Administration,  or a directly related field with three (3) years’ experience required. Master’s and one year of experience preferred. The City will pay for FRA membership and FRA certification, as well as APA membership and AICP certification.   Compensation & Benefits  The hiring range is $53,000 to $63,000, depending on experience and qualifications. An attractive package of benefits is also provided and includes certification incentive pay, 100% employee healthcare coverage, and several retirement options with a City matching contribution of 4%. Responsibilities  The selected candidate will:  Prepare and manage complex redevelopment studies and reports  Administer grant programs and oversee awarded grant funding  Serve as project manager for redevelopment  projects, including capital improvement projects  Ensure adherence to all statutorily mandated reporting requirements  Review public/private development proposals and ensure compliance with City codes, ordinances, and adopted plans, including the Community Redevelopment Plan  Maintain, and revise as necessary, the Redevelopment Plan  Develop the required CRA Annual Report and present to CRA and Council  Develop the operating budget and present to CRA; identify potential new funding sources  Provide staff review/comments of rezoning, conditional use permits and site plans  Coordinate waiver requests for review by the Community Redevelopment Waiver Subcommittee and Downtown Design Review Committee  Engage in general planning duties citywide, including review of land development regulations and comprehensive plan policies and serving as Planner of the Day  Assist in marketing the CRA District and historic Downtown Titusville  Conduct redevelopment and historic-property research and field work as required
