The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday July 20, 2022 at 6:00 p.m.

Chairwoman Speidel called the meeting to order at 6:00 p.m. Present were Vice Chairman Richardson, Secretary Grant, Member Rice, Member Aton, Member Riley, Member Perez, Alternate Member Fayson and Alternate Member Childs. Also, in attendance were Senior Planner Eddy Galindo, Assistant City Attorney Chelsea Farrell, School Board Member Lisa Gilbert and Recording Secretary Laurie Dargie.

Member Rice made a motion to approve the minutes from the July 6, 2022 meeting with a correction. Member Perez seconded. There was a unanimous voice vote.

Small Scale Amendment SSA# 2-2020 – The Cottages
Mr. Galindo gave an overview of this item.
Bob Koch 2555 Temple Trak Winter Park, Florida came to speak in favor of this item.
Discussion took place amongst the Planning and Zoning Commission members, staff, and Mr. Koch.
Rodney Honeycutt of 3700 S. Washington Avenue Titusville, Florida came to speak in favor of this item.

Kay St. Onge of 2360 Maryland Avenue Titusville, Florida came to speak against this item.

Member Rice made a motion to approve the change on SSA#2-2020 regarding the Future Land Use Map (FLUM) from the Commercial High Intensity land use designation to the Medium Density Residential land use designation. Member Aton seconded.

Member Rice made a motion to approve the rezoning on SSA#2-2020 from the Community Commercial (CC) zoning district to the Planned Development (PD) zoning district with the following three conditions.
- Adding to 1.9 Roadway design / Traffic Circulation – (E) No access is allowed by automobile from the commercial site onto US Highway 1
- Change sentence two in 1.11 Natural Resources to read Heritage trees should to the extent possible be preserved. (delete the rest of language from the sentence)
- Change sentence in 1.12 Buffering / Screening 1. A 6-foot tall opaque fence or wall along the property line with an evergreen hedge that will grow to at least 6-feet within 2 years.

Motion passed with a 5 yes, 2 no vote.
Chairwoman Speidel and Vice Chairman Richardson voted no due to concerns with safety of children on sidewalk, crossing 4 lanes of traffic, lack of Homeowners Association, more traffic on Dairy Road, environmental concerns regarding the debris on the site, the density, and limited ADA access.
New Business
Right-of-Way – ROW#1-2022 – Orange Street
Mr. Galindo gave an overview of this item.
Mr. Galindo asked if the Planning and Zoning Commission would consider approved a minor change to the staff condition #1. Instead of saying cross access and maintenance change language to All required easements (the rest of the language stays the same).
