The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday January 4, 2023 at 6:00 p.m.

Chairwoman Speidel called the meeting to order at 6:00 p.m. Present were Vice Chairman Richardson, Member Perez, Member Riley and Alternate Member Fayson. Secretary Grant, Member Aton, Alternate Member Childs and School Board Member Gilbert were absent. Also in attendance were Development Director Brad Parrish, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Vice Chairman Richardson made a motion to approve the minutes from the December 7, 2022 meeting with a correction. Member Perez seconded. There was a unanimous voice vote.

Stormwater Technical Manual Ordinance
Mr. Parrish gave an overview of this item.
Stan Johnston of 860 Poinsettia Avenue Titusville, Florida came to speak neither for nor against this item.

Member Riley made a motion to approve the Stormwater Technical Manual Ordinance as presented. Member Fayson seconded.

Petitions & Request from Public Present
Dwight Severs of 1308 Riverside Drive Titusville, Florida came to speak in regards to concerns he has with the Tranquility Bay Development, specifically concerns with the clearing and possible erosion as a result of the development being in violation of the code and conservation easement requirements. Mr. Severs provided handouts to the Planning and Zoning Commission and to staff.
The Planning and Zoning Commission members had discussion with Mr. Severs and staff as to the concerns.

Member Riley made a motion to recommend to City Council that they investigate the matter that was presented by Mr. Severs regarding the Tranquility Bay development for phase one of the development and that they take necessary action if violations are found that are not in compliance with the permit that was been issued. Vice Chairman Richardson seconded.

Stan Johnston of 860 Poinsettia Avenue Titusville, Florida came to speak in regards to flood water, sewage spills and false reports.

Mr. Parrish gave a brief summary of the items listed under reports in the agenda.
The Planning and Zoning Commission requested that Accessory Dwelling Units be on a future agenda for discussion.
Vice Chairman Richardson would like for staff to keep the Commission members as up to date as possible on existing projects in the City of Titusville so that they are better informed about what is going on in the community.
Stan Johnston of 860 Poinsettia Avenue Titusville, Florida came to speak. Mr. Johnston said that he is in support of Mr. Severs presentation and action should be taken regarding this matter.
