The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday March 8, 2023 at 6:00 p.m.

Vice Chairman Richardson called the meeting to order at 6:00 p.m. Present were Secretary Grant, Member Perez, Member Fayson, Member Garrod, Alternate Member Childs, Alternate Member Rogers, and School Board Member Gilbert. Chairwoman Speidel and Member Aton were absent. Also in attendance were Principle Planner Eddy Galindo, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Member Perez made a motion to approve the minutes from the February 22, 2023 meeting. Member Childs seconded. There was a unanimous voice vote.

Mr. Galindo gave an overview of this item.
Kim Rezanka, Attorney on behalf of owner, 1290 US 1 Rockledge, Florida came to speak in favor of this item. Ms. Rezanka provided a multi-page handout.
Rodney Honeycutt of 3700 S. Washington Avenue Titusville, Florida came to speak in favor of this item. Mr. Honeycutt provided a handout from Jon H. Shepherd, MS, PWS since he was unable to attend tonight’s meeting.

Member Fayson made a motion to recommend approval of the comprehensive plan future land use map amendment from the Conservation Land Use to the Commercial High Intensity Land Use category on the portion of the overall property as illustrated and described in the land use ordinance and as consistent with the Comprehensive Plan and more specifically with Conservation Element Strategy 1.6.3.2. Member Childs seconded.

Member Childs seconded.

Reports
Mr. Galindo informed the Planning and Zoning Commission that Chairwoman Speidel will be resigning from the Planning and Zoning Commission due to health issues.
Assistant City Attorney Farrell explained in a little more depth the reason why there is redacted information in the environmental reports that are provided in the agenda packets. Assistant City Attorney Farrell provided the Florida Legislation 2020-129, 2020 Fla. Sess. Law Serv. Chapter 2020-129 (C.S.H.B. 549) (WEST) document for the Planning and Zoning Commission to review as she explained it.
