The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday March 22, 2023 at 6:00 p.m.

Vice Chairman Richardson called the meeting to order at 6:00 p.m. Present were Secretary Grant, Member Perez, Member Fayson, Member Garrod, Member Aton, Alternate Member Childs and Alternate Member Rogers. School Board Member Gilbert was absent. Also in attendance were Principle Planner Eddy Galindo, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

A moment of silence was taken in memory of Chairwoman Jane W. Speidel.

Member Fayson made a motion to approve the minutes from the March 8, 2023 meeting. Member Aton seconded. There was a unanimous voice vote.

Accessory Dwelling Units Discussion
Mr. Galindo gave an overview of this item.

Discussion took place between the Planning and Zoning Commission members and Mr. Galindo regarding the Accessory Dwelling Units ordinance. The Planning and Zoning Commission would like to focus on portions of the Accessory Dwelling Units ordinance during future meetings to really discuss how to make the ordinance best effective for the City of Titusville.
Discussion also took place regarding tiny homes and affordable housing and the need for conversations to take place on both topics in order to meet the needs of the citizens in Titusville. The Planning and Zoning Commission members were interested in receiving more information from other municipalities and a potential “field trip” to Orange County or The Cottages at Daytona Beach to look at their tiny home communities.
The following are the topics that the Planning and Zoning Commission feel need to be addressed at future meetings relating to Accessory Dweeling Units, affordable housing and tiny homes.
- Building sizes
- Parking
- Utility connections
- Incentives
- The “look”
Vice Chairman Richardson encouraged the Planning and Zoning members to watch the video that Mr. Galindo provided to the Commission regarding Accessory Dwelling Units.
Assistant City Attorney Farrell said that there is updated state legislation regarding affordable housing and she will be reviewing it and will be providing information to the Planning and Zoning Commission members about it.
Vice Chairman Richardson asked if Terri Franklin might be able to attend a future P&Z meeting when discussion takes place regarding affordable housing.

Vice Chairman Richardson said that the services for Jane Speidel will be on Saturday, March 25, 2023 at 1:00pm at St. Gabriel’s Church in Titusville.
