Regular Meeting
April 11, 2023
The Community Redevelopment Agency (CRA) of the City of Titusville, Florida met in regular session in the Council Chamber of City Hall, 555 South Washington Avenue, on Tuesday, April 11, 2023.
Call to Order/Determination of a Quorum
Chairperson Diesel called the meeting to order at 5:30 p.m. Present were Chairperson Daniel Diesel, Vice-Chairperson Joe Robinson and Members Herman Cole, Jr. Col USAF Retired, Jo Lynn Nelson, Dr. Sarah Stoeckel, Greg Aker and Jim Ball, Executive Director Scott Larese, Community Redevelopment Agency (CRA) Attorney Richard Broome, and Sr. Administrative Assistant Emily Campbell were also present. Sr. Administrative Assistant Emily Campbell completed the minutes of the meeting.
Invocation/Pledge of Allegiance
Chairperson Diesel asked for a moment of silence and then led the entire assembly in the Pledge of Allegiance to the Flag. City Clerk Wanda Wells read the procedure for public comment.
Approval of Minutes – None.
Special Recognitions and Presentations
Community Policing Update – Executive Director Larese advised that an annual update of the Community Redevelopment Agency's (CRA) Community Policing activities would be provided. No action was requested.
Major Josh Little provided the annual update of the Community Redevelopment Agency’s (CRA’s) Community Policing Activities. The presentation highlighted the following:
- CRA Police Initiatives Oct 01, 2021 – Sept 30, 2022
- Enforcement Activities – CRA
- Traffic Stops – 1,269/1,557 Yearly CRA
- Traffic Accidents – 180 Total CRA
- Traffic Ticket/Warning Data CRA = 329
- Burglaries CRA = 18
- Burglary Comparison – CRA/Citywide
- Arrests CRA = 110
- Top 10 Cases in CRA
- Top 15 Arrest Charges CRA
Member Ball requested the amount of accidents with injuries involving pedestrians versus cars in the CRA. Member Ball stated that pedestrian safety was a high priority for the CRA.
Major Josh Little stated that he would review the cases and provide the information to the CRA.
Old Business
Fiscal Year 2022 City of Titusville Community Redevelopment Agency Annual Report – Executive Director Larese advised that the request was to accept the Fiscal Year 2022 City of Titusville Community Redevelopment Agency (CRA) Annual Report with the added Financial Audit.
The CRA Annual Report Activities section of the FY 2022 CRA Annual Report was provided to and approved by the CRA without the Financial Audit section as the Financial Audit Section was not completed in time for the March 14, 2023 meeting. The Financial Audit was received and added to the Annual Report. The FY 2022 Annual Report was provided to the City Council at the Council's March 28th meeting for their acceptance and the Annual Report was mailed to the other taxing authorities to meet State Statute requirements.
Stan Johnston stated that he was not in support the Financial Audit and discussed the sewage spill that occurred in December 2020, etc.
Toni Shifalo stated that she was in support of the Fiscal Year 2022 City of Titusville Community Redevelopment Agency Annual Report and stated that it should be printed in a booklet that was available to the community so that more citizens could appreciate the things going on in Titusville.
Motion: Member Nelson moved to accept the Fiscal Year 2022 City of Titusville Community Redevelopment Agency (CRA) Annual Report with the added Financial Audit., as recommended. Member Cole seconded the motion. The roll call vote was as followed:

The motion carried unanimously.
New Business – None.
Petitions and Request from the Public Present
Stan Johnston discussed an email that he sent to the Community Redevelopment Agency Members regarding sewage spills. Mr. Johnston also discussed a Florida Today article about sewage spills, etc.
Executive Directors Report
Executive Director Larese submitted his written report and advised that all items were informational only.
Executive Director Larese stated that the new LED signs were installed at City Hall and Fire Station 11.
Community Development Director Brad Parrish introduced the new Economic Development Coordinator Nicholas Gow.
Member Ball asked to review the draft Architectural Style and Design Guidelines submitted by the Consultant JMT. Community Development Director Brad Parrish advised that the draft guidelines could be presented at the next CRA meeting. There was no objection from the CRA.
With no further business to discuss, the meeting adjourned at 5:56 p.m.
