The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday June 21, 2023 at 6:00 p.m.

Chairman Richardson called the meeting to order at 6:00 p.m. Present were Secretary Grant, Member Perez, Member Garrod, Member Fayson, and School Board Member Gilbert. Vice Chairman Aton, Alternate Member Childs and Alternate Member Rogers were absent. Also in attendance were Principle Planner Eddy Galindo, Senior Planner Christie Anderson, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Member Garrod made a motion to approve the minutes from the June 7, 2023 meeting. Secretary Grant seconded. There was a unanimous voice vote.

Chairman Richardson asked if the Commission would consider moving to new business items before discussion old business, accessory dwelling units. The Commission members agreed to move to new business first.

Mr. Galindo gave an overview of this item.
Ray Gammon of Titusville came to speak in favor of this item.
Discussion took place amongst the Planning and Zoning Commission members and Mr. Gammon.
Gerald Shoaf of Titusville came to speak in favor of this item.
Constance Ashworth of Titusville came to speak against this item. Ms. Ashworth provided pictures to the Planning and Zoning Commission and to staff.

Member Garrod made a motion to recommend approval with all of the staff recommended conditions and the consideration of the parking area being moved to the east as much as possible and to consider landscaping buffers as opposed to masonry walls. Member Perez seconded.

Old Business
Accessory Dwelling Units
Mr. Galindo gave an overview of this item.
Continued discussion amongst the Planning and Zoning Commission took place regarding the Accessory Dwelling Units (ADU’s) relating to ADU’s in historical districts, size, impact fees, parking, and rental use of ADU’s.
The Planning and Zoning Commission agreed to keep the minimum size of 400 square feet and the maximum size of 600 square feet as currently state in the ADU ordinance.

Member Perez made a motion to recommend that Section 28-351 (c) 1 g. be changed as follows: No parking space is required for an accessory dwelling unit, if a parking space is desired, a limit of one parking space is allowed. Member Fayson seconded.

Reports
Mr. Galindo introduced Christie Anderson as the new Senior Planner.
Mr. Galindo announced that the July 5, 2023 and the September 7, 2023 meetings have been cancelled.
Assistant City Attorney Farrell said that the 4th of July fireworks will be at the Chain of Lakes.
Chairman Richardson reminded the Planning and Zoning Commission members to fill out and submit their financial reports by July 1, 2023.
Member Garrod said he would like to have future discussion regarding building height and discerning between the building code and zoning codes.
