The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday August 2, 2023 at 6:00 p.m.

Chairman Richardson called the meeting to order at 6:00 p.m. Present were Vice Chairman Aton, Secretary Grant, Member Moscoso, Member Garrod, Member Fayson, Member Perez, Alternate Member Childs, Alternate Member Rogers, and School Board Member Gilbert. Also in attendance were Principle Planner Eddy Galindo, Senior Planner Christie Anderson, Redevelopment Planner Sue Williams, Planner Josh Mesnick, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Vice Chairman Aton made a motion to approve the minutes from the July 19, 2023 meeting with a correction. Member Perez seconded. There was a unanimous voice vote.

Right-of-Way ROW#1-2023 – Broad Street
Ms. Williams gave an overview of this item. Ms. Williams provided an updated staff report to the Planning and Zoning Commission members.
Discussion took place amongst the Planning and Zoning Commission members and staff.
Woody Rice, Epic Consultant, of Titusville came to speak in favor of this item.
Stan Johnston of Titusville came to speak neither for nor against this item.
Discussion took place amongst the Planning and Zoning Commission members, staff and Mr. Rice.

Member Garrod made a motion to recommend approval of ROW#1-2023 as presented with the staff recommended conditions and subject to clarifying the point of the beginning of the easement running west 30 feet. Member Fayson seconded.

Ms. Anderson gave an overview of this item.
Discussion took place amongst the Planning and Zoning Commission members and staff.

Mr. Mesnick gave an overview of this item.
Discussion took place amongst the Planning and Zoning Commission members and staff.

Secretary Grant made a motion to recommend approval of CUP#2-2023 as presented with the staff recommended condition, and that the buffering be vegetation in back and that the existing billboard on the property be removed as stated by the owner that it would be removed. Member Garrod seconded.

Ms. Anderson advised that this item will be re-advertised and rescheduled to the August 16, 2023 Planning and Zoning Commission meeting.

Old Business
Planned Development (PD) Minimum Living Area Standards
Mr. Galindo said that this item was brought up by Member Rogers in a previous meeting.
Member Rogers stated that he would like to see the sizes of each of the categories listed in the Planned Development minimum living area standards go down by 100 square feet so that they become more affordable.
Discussion took place amongst the Planning and Zoning Commission members and the consensus was that they do not want to request any advisability from City Council at this time regarding the Planned Development (PD) minimum living area standards/

Petitions & Request
Stan Johnston of Titusville came to speak about the incorrect boundary survey for SNJ Oaks.
Member Fayson asked if the City has addressed Mr. Johnston concerns regarding the incorrect survey boundaries. Mr. Galindo said that Mr. Parrish the Community Development Director did meet with Mr. Johnston regarding this.
Member Moscoso said she would like to know if the survey is right or wrong.
Mr. Johnston said he did meet with Mr. Parrish and he said that he agreed that the survey is wrong but they are not going to do anything about it.
Member Fayson stated to Mr. Johnston that he has received his answer from the City of Titusville regarding this concern.
Tim Ferrucci of Titusville came to speak in regards to how he enjoys the bike path and he would like to see the bike path expanded and protected as he feels it is vital to the City of Titusville.

Reports
Assistant City Attorney Farrell said that she sent an email to the Planning and Zoning Commission about the webinar on Affordable Housing Seminar – Land Use and Local Government Issues. Assistant City Attorney Farrell asked when the Commission would be available to meet for the webinar training.
The Planning and Zoning Commission decided that they would meet at 4:00pm on August 16, 2023 at City Hall in the Council Chamber before their regular meeting. This will be advertised as a public workshop and no action from the Commission will be taken during the workshop.
Member Moscoso said that she would like to suggest that the Planning and Zoning Commission consider changing their By-Laws to allow for Petitions & Requests from the public be done at the beginning of the meetings instead of the end of the meetings. Discussion took place amongst the Planning and Zoning Commission regarding their thoughts about this.
Assistant City Attorney Farrell advised that a motion would need to be made in order to have this item added or not.

Member Moscoso made a motion requesting that the Planning and Zoning Commission By-Laws be placed on the agenda for discussion of amending the By-Laws as it relates to the Petitions & Requests at the August 16, 2023 meeting. Member Perez seconded.
