Planning Department

  • What zoning district and/or zoning overlays apply to my property?

  • Can I establish a particular use on my property?
  1. See the City’s Zoning Use Table in Sec. 28-54 for a matrix comparing the City’s zoning districts to the list of permitted uses.
  • Can a rezoning and comp plan amendment be processed concurrently?
  1. Yes, these applications can be processed concurrently and heard during the same public meetings.
  • How much is the application fee?
  1. The fees for applications, legal advertising, and mailing labels are available on the Planning Department’s Applications & Fees webpage, Ordinance No. 33-2021. https://titusville.com/437/Applications-Fees 
  • Do I have to host a community engagement meeting?
  1. Most applications for a land use change, rezoning, master plan or development agreement require a community engagement meeting. Community engagement requirements are outlined in Sec. 34-13. City staff can suggest meeting venues, if needed.


Site Plan Process

  • What is the process for submitting a Site Plan?

  • Can the Pre-Application Meeting be held virtually?
  1. Yes, the Pre-Application Meeting can be held virtually via Microsoft Teams. City staff will send a calendar request.
  • What is the submittal fee for a Pre-Application Meeting?
  1. The fee can be obtained by calling 321-567-3757. Please provide the acreage, number of units (if applicable) and use of the project.
  • Are hard copies required?
  1. No, all submittals must be in electronic format and emailed to 
     
    sitedevelopment@titusville.com

  • May I apply for a Building Permit while the Site Development Permit is under review?
  1. Yes. Application for Building Permit may be submitted along with application for Site Development Permit. However, Building Plan Reviews will not begin until the 1st round of Site Development review is complete

Engineering Services

  • What is the Area of Critical Concern and how do I know if my property is in it?
  1. The Area of Critical Concern (ACC) is an aquifer protection area in the City of Titusville. The ACC regulations impose restrictions on development projects such as: limiting the amount of impervious surfaces, limiting the depths of excavation, prohibiting the removal of soil from a site, as well as controlling the type, sizing, and design of stormwater management facilities on an ACC site.

  • How do I know if my property is in a flood zone?
  1. The Flood Insurance Rate Map (FIRM) can be found on the Brevard County website https://brevardbocc.maps.arcgis.com/apps/webappviewer/index.html?id=6d38e10a626 848b4b066e4134b8cd9ff 
  2. The City’s land development regulations impose additional requirements for properties in flood zones to minimize flood risk and flood impacts. The flood regulations can be found at:

  • How many parking spaces are required for a development project in Titusville?
  1. The minimum required parking count is calculated by multiplying the number of units by the parking rate of the land use in question.

  • What is the required size of a parking space in City of Titusville?
  1. A regular parking space is 10 ft wide by 20 ft deep.
  2. In the DMU district a regular parking space is 9 ft wide by 18 ft deep.
  3. A handicap parking space regardless of location shall be 12 ft wide 20 ft deep and shall be striped according to the City handicap parking detail.

  • Are sidewalks required on all new development projects?
  1. Sidewalks shall be constructed along any lot or parcel of ground abutting any public or private street, on which a permit for new construction is granted, unless deemed impractical by the City. If a sidewalk is deemed impractical, the owner/ developer can apply for an administrative waiver. If the waiver is approved, a monetary contribution to the sidewalk trust fund is required. The City’s Public Works Department determines the sidewalk contribution amount based on current market rates.
  • How much stormwater retention facilities will I need for my project?
  1. This can only be determined by a licensed professional engineer hired by the property owner/ developer. In order to undertake this complex endeavor, the engineer shall consider data from many sources such as rainfall from storm event, soils testing results, area of new impervious surfaces, groundwater levels, pollutant load of runoff etc. 
  • What is Low Impact Development (LID)
  1. LID is an approach to land development or redevelopment that employs principles such as preserving and recreating natural landscape features, minimizing effective imperviousness to create functional and appealing site drainage. In contrast, conventional stormwater management facilities treat stormwater as a waste product whereas LID best management practices (BMPs) treat stormwater as a resource. LID BMPs use or mimic natural processes that result in the infiltration, evapotranspiration or harvesting of runoff to manage the stormwater and protect water quality Examples of LID BMPs include bioretention facilities, rain gardens, vegetated rooftops, rain barrels, underground exfiltration systems and permeable pavement. The City encourages the use of Low Impact Development (LID) best management practices (BMPs) in the design of sites and subdivisions.   • When does a development project require a Traffic Impact Study?
  1. A traffic study is required if the project, based on its constituent land uses shall generate 100 or more new trips in the peak hour, or 500 new daily trips. The number of trips generated is computed per the unit(s) of the constituent land use(s) and the trip generation rates or regression models of the land use(s) published by the Institute of Transportation Engineers (ITE).

Water Resources Department

  • Where can I find Water and Sewer Impact Fees?

  • Where can I find Technical Specifications?
  1. Electronic copies of the Water Resources Technical Specifications can be provided by Development Services or Water Resources
  • How do I obtain a Hydrant meter?
  1. Hydrant meters can be applied for in our Customer Service department at City Hall or by emailing customerservices2@titusville.com 
  • How do I obtain a water meter?
  1. Meters can be set after all improvements are made if needed, a customer account is set up and all fees have been collected. Subdivisions are required to convey the utilities to the City before meters can be set. This includes the completion of the final plat, address assignment, and bill of sale and maintenance bond.
  • I need a fire flow test. Who does this?
  1. The City performs fire flow tests. A test can be ordered by providing your contact information, where you want the test, and a fee of $170. This can be applied for in our Development Services department or directly with Water Resources.
  • I need a sewer pressure test? Who does this?
  1. The City can perform the test or you can hire a third-party vendor to complete a test. The City must be present for any test. The City tests cost $150 if the test can be taken at a lift station or $525 if a direct tap test is required. A test can be ordered by providing your contact information, where you want the test, and the associated fee. This can be applied for in our Development Services department or directly with Water Resources.

Building Department

  • What are the fees for a building permit and inspections?
  1. All fees can be found in Ordinance 33-2021 located at: https://www.titusville.com/1245/Fee-Schedule-Ordinance-No-33-2021 
  • Do I have to pay impact fees for city and county?
  1. Impact fees must be paid to the city and county unless there was already an existing building at the location. If there was an existing building before, fees may possibly be credited.
  • May I apply for a Building Permit while the Site Development Permit is under review?
  1. Yes. Application for Building Permit may be submitted along with application for Site Development Permit. However, Building Plan Reviews will not begin until the 1st round of Site Development review is complete.
  • May I apply for a Building Permit without naming contractors?
  1. Yes. Building reviews may be completed without naming contractors. However, the building permit will not be issued until appropriately licensed contractors have been identified.
  • How do I schedule Building Inspections?
  1. You may schedule inspections through the BS&A online portal.
  2. You may email an inspection request to buildingpermits@titusville.com 
  3. You may request an inspection by calling 321-567-3760.
  • Please leave a voicemail indicating the address, permit number, inspection date and type of inspection.
  • When can a Certificate of Occupancy be issued?
  1. In an effort to avoid disruption with development project schedules and encourage harmonious transition from construction to completion, the following policy/procedure shall be administered:
  • Site Plan Final Acceptance shall be required prior to conducting Final Inspection(s) associated with the Building Permit. Site Plan Final Acceptance shall be administered in accordance with Development Review Procedures Manual Sec. 14.6.
  • Upon Site Plan Final Acceptance, applicant may request Final Inspection(s) associated with the Building Permit, as required by Section 6-61, Titusville Code of Ordinances.
  • Upon approval of Final Building Permit Inspection(s) and Site Plan Final Acceptance, the Building Official shall issue a Certificate of Occupancy.

  1. No certificate of occupancy will be issued for any structure until compliance with the requirements of this section has been met and all outstanding site development permit requirements are completed and approved.
