The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, October 2, 2023 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m.  Present were Vice Chairman Petyk, Secretary Adams, Member Gaetjens, Member Shifalo, Member Jonas, Member Foster and Alternate Member Davis. Alternate Member Crofton was absent. Also attending was Redevelopment Planner Tim Ford,  Redevelopment Planner Sue Williams and Recording Secretary Laurie Dargie.

Vice Chairman Petyk motioned to approve the minutes from the September 5, 2023 meeting. Member Foster seconded. There was a unanimous voice vote in favor.

Old Business

 

Consider Properties for Designation

Discussion took place amongst the Historic Preservation Board members and staff regarding how to reach out to the owners of the properties on the list for potential local historic designations.

 

The Historic Preservation Board members thought strongly about reaching out to the owner of 1510 Riverside Drive.

 

Member Davis said that Sharon Prince, the owner of property 965 Wager Avenue, is interested in the process of being locally designated and that he and Ms. Prince would like to meet with Mr. Parrish.

 

The Historic Preservation Board (HPB) members decided to have a personalized letter drafted up to send to each of the property owners informing them of their property’s historic value and encouraging them to locally designate it.  They would also like the letter to invite the owners to come to a Historic Preservation Board meeting to ask questions if needed and to allow the HPB members to provide detailed information about the process.

 

Member Jonas said that the property located at 1302 Riverside Drive should be removed from the list as it is being rebuilt.  The HPB would like to know if this property needed to be flagged in the system before demolition took place.

 

Member Shifalo said that she organized the property list by street to make it easier to follow and visit the properties in order. Member Shifalo said she will provide the list to staff so that it can be distributed to the HPB members.

Florida East Coast Railway Preliminary Report

The Historic Preservation Board members decided to not move forward with the preliminary report for the Florida East Coast Railway station at this time and would like it brought up for discussion at the May 2024 meeting so that the HPB members can review their budget and decide if they would like to have the report done at that time.

 

Member Jonas said that the Historic Preservation Board should talk about smaller projects to work on that can be prioritized also during the course of the year to use the budget.

Sponsorship - North Brevard Heritage Foundation Hand In-Glove Seminar Historic Preservation and Heritage Tourism Workshop

The Historic Preservation Board members discussed their desire to sponsor this workshop and also to participate in the workshop.  The Historic Preservation Board members would like to have a table at the event and provide the historic preservation board handouts (rack cards, booklets, CLG information, tax incentive information etc.).  The HPB would also like for the local designation informational boards displayed at the event.

 

The Historic Preservation Board members strongly voiced their desire to sponsor the event with a donation and participate with paying their own entry to the workshop.

 

Vice Chairman Petyk and Member Foster both stated that they are on the Heritage Committee but neither have any financial gain from this event.

Member Jonas made a motion to approve a sponsorship donation of $700.00 from the Historic Preservation Board budget. Secretary Adams seconded.

Florida Public Archaeology Network (FPAN) Cemetery Resource Protection Training (CRPT) workshop

The Historic Preservation Board members acknowledged that the date was accepted by Sarah Miller and by staff and more details will come in the future regarding this event. There was no action on this item.

Reports

 

Member Foster said that she is on a planning committee for a workshop taking place on December 6, 2023 at the new cultural facility at Cape Canaveral and FPAN will be there and there will be tours. She will provide more details at the November 6, 2023 Historic Preservation Board meeting.

 

Member Shifalo stated that she liked Member Jonas’s idea of discussing smaller projects during the year. She also stated that she would like for the owners of the already locally designated properties to participate in the community workshops so that there can be conversations regarding having locally designated historical structures.
