Federal & State Grants

The Neighborhood Services Department receives 3 grants totaling approximately one million dollars annually.

  • The Community Development Block Grant Program (CDBG)
  • HOME Investment Partnership Program (HOME)
  • The State Housing Initiatives Partnership Program (SHIP)

Community Development Block Grant (CDBG) Program

The CDBG program provides annual formula grants to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The HOME Investment Partnerships (HOME) Program

The HOME Investment Partnerships (HOME) program provides annual formula grants that communities use-often in partnership with local nonprofit groups to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low- and moderate- income persons.

Consolidated Plan

The Consolidated Plan promotes citizen participation and the development of local priority needs and objectives by:

  • Coordinating the statutory requirements of the different programs in such a manner as to achieve their purposes in a comprehensive way
  • Encouraging consultation with the public and private agencies
  • Identifying shared needs and solutions
  • Promoting the development of an action plan that provides the basis for assessing performance
  • Providing comprehensive information on the City that is easy to understand

State Housing Initiatives Partnerships (SHIP) Program

The State Housing Initiatives Partnerships (SHIP) Program is funded by the Florida Housing Finance Corporation. The SHIP Program provides funds to local governments as an incentive to create partnerships to produce and preserve affordable housing with at least 65% of the funds to be used for homeownership. SHIP Local Housing Assistance Plan (LHAP)

The SHIP Local Housing Assistance Plan (LHAP) describes how the City will administer their FY 2016 through 2019 SHIP Program allocations pursuant to Section 420.907 et seq., Florida Statutes.

Housing Assistance Strategies
The Plan specifies six Housing Assistance Strategies, which the City may participate in. These Strategies are:

  • Barrier Free Home Modification
  • Disaster Recovery
  • First-Time Homebuyer Program
  • Housing Emergency Repairs
  • Housing Rehabilitation and Energy Efficiency
  • Housing Replacement

Incentive Strategies
Additionally, the Plan identifies three Incentive Strategies that are on-going or being studied. These Incentive Strategies are:

  • Expedited Permitting Process for affordable housing project
  • Ongoing Review Process for process for reviewing:
    • Ordinances
    • Plan revisions
    • Policies
    • Regulations that impact the cost of housing
  • Reservation of Infrastructure Capacity for the modification of fee requirements, including reduction or waiver of fees and alternative methods of fee payment.
