November 2, 2020 Minutes
The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session in the Council Chamber at City Hall, located at 555 South Washington Avenue on Monday, November 2, 2020 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Jonas, and Alternate Member Shifalo. Member Foster joined the meeting via telecommunication. Member Gaetjens and Member Green were absent. Also attending was Redevelopment Planner Tim Ford and Recording Secretary Laurie Dargie.

Secretary Adams motioned to approve the minutes from the October 5, 2020 meeting with a correction. Vice Chairman Petyk seconded. There was a unanimous voice vote.
Alternate Member Shifalo motioned to approve the minutes from the October 14, 2020 special meeting with corrections. Secretary Adams seconded. There was a unanimous voice vote

Old Business
Review and approve the proposed revisions to the Certificate of Appropriateness (COA) application
Mr. Ford gave an overview of this item.
The Historic Preservation Board members took turns discussing their suggested changes and additions to the COA application. Mr. Ford took notes of these suggested changes.
The Historic Preservation Board members discussed whether or not they should charge fees for alterations, demolition and new construction during the COA application process.
Member Foster was in favor of charging the fees, especially the fee for demolition. Member Foster said the demolition fee could help deter property owners from doing the demolition.
Chairman Kiesel said he is concerned that the addition of fees will deter property owners from having their properties locally designated. Chairman Kiesel said he would like to continue to encourage property owners to designate and adding fees to the application process is not something that will be positive for the property owner.
Alternate Member Shifalo said that she is in favor of the fee for a demolition but is not in favor of imposing the fees for alterations or new construction.
Member Jonas said he is not in favor of the fees being added and believes it would deter property owners from wanting to designate their properties. Member Jonas also said that the Historic Preservation Board should know how the fees collected are going to be used and this information is unknown at this time.
Vice Chairman Petyk said she is not in favor of charging any fees at this time and agreed with Member Jonas about knowing how the fees collected would be used.
Chairman Kiesel asked that each fee be brought up for a roll call vote as to whether or not the Historic Preservation Board members want to recommend imposing the fees at this time.

Chairman Kiesel said he would like for discussion of fees to be brought up in the future when the discussion of Districts takes place.
Mr. Ford said he will revise the COA application with the discussed changes and bring back to the December 7, 2020 Historic Preservation Board meeting.

Local Historic register designation nomination request letter to the owner 3880 & 3910 S. Washington Avenue

Vice Chairman Petyk made a motion to recommend approval for Chairman Kiesel to sign the letters to be sent to the owner at 3880 & 3910 S. Washington Avenue. Alternate Member Shifalo seconded. There was a unanimous voice vote in favor.

Reports
Mr. Ford said that there is a webinar on November 5, 2020 at 1:30pm in regards to the Florida National Register review of Imperial Towers Apartments at 2825 S. Washington Avenue. The Historic Preservation Board members can attend this virtual meeting if they would like.
Mr. Ford said that City Staff and Neighborhood Services will be meeting with the West Neighborhood Representatives in the future, the date of the meeting has not been scheduled.
Mr. Ford said that a COA request was made today regarding an ADA ramp at the Carter House. Mr. Ford said that he will be contacting Eddie Browder with S&ME regarding this and it may come before the Historic Preservation Board in the future for review.
