Reappointed Rosalie (Roz) Foster, William (Matt) Gaetjens, Allen Kiesel, Joseph Adams as regular members and Ulla Rupp Crofton as an alternate member for two-year terms to expire on October 31, 2027.
    2. North Brevard Commission on Parks and Recreation The North Brevard Commission on Parks and Recreation's semi-annual written report is included in the agenda packet. No action is requested. No action.
    3. Planning and Zoning Commission - Leave of Absence Approve Planning and Zoning Commission Regular Member Theodore Garrod's request for a leave of absence from the Planning and Zoning Commission meetings from October 15, 2025 - December 1, 2025.Approved Regular Member Theodore Garrod’s leave of absence as requested.
    4. Titusville Environmental Commission Approve staff time to review and revise areas of Conservation Element (CE) Policy 1.16.2 in the Comprehensive Plan as well as other policies and related strategies that may help clarify and strengthen the intent of protecting wetlands on smaller parcels. Council approved staff time to review and revise areas of the Future Land Use Element Policy No. 1.16.2 and any related sections.  In addition, Council directed staff to include a review of all wetlands, stormwater, and flooding and to make this advisability a top priority.
    5. Titusville Housing Authority The Titusville Housing Authority's semi-annual written report is included in the agenda packet. No action is requested. No action. 
  7. PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT (NON-AGENDA ITEMS) No action.
  8. CONSENT AGENDA
    1. Economic Development Strategic Plan Adopt the updated Economic Development Strategic Plan as presented by the East Central Florida Regional Planning Council at the 5:30 p.m. presentation meeting. Approved in accordance with recommendations.
    2. Award of Contract for Indian River Force Main Completion Project Approve award of a Contract for WO#2509 to SDV Service, LLC of Titusville, FL for the Indian River Force Main Completion Project in the amount of $893,000, approve and enter into the associated tender agreement, and authorize the Mayor to execute the Contract. Approved in accordance with recommendations.
    3. Florida Department of Law Enforcement (FDLE) Drone Grant Approve the grant award for $24,999 that will pay for the entire cost amount of the drone. In addition, approve the purchase through Sourcewell contract #020625-BRNC and associated budget amendment. Approved in accordance with recommendations. 
  9. ORDINANCES – SECOND READING, PUBLIC HEARING AND RELATED ACTION
    1. Transmittal of the Evaluation and Appraisal Review (EAR) Based Amendments to the Comprehensive Plan Approve the transmittal of the Evaluation and Appraisal Review (EAR) Based Amendments to the Comprehensive Plan to the State Land Planning Agency. On October 8, 2025, the Planning and Zoning Commission, acting as the Local Planning Agency, recommended approval 6-1 for Transmittal of the Evaluation and Appraisal Review (EAR) based amendments to the Comprehensive Plan to the state's land planning agency with the following changes: (1) Add the following language to Future Land Use Element Policy 1.5.8 "Encourage Brevard Native landscaping;" and (2) Delete Conservation Element Policy 1.6.8. One member voted no as he did not feel that the data used for growth projections were accurate and skewed the accuracy of the whole report. Approved as recommended by the Planning and Zoning Commission, acting as the Local Planning Agency.  The approval included the following changes recommended by the Planning and Zoning Commission, acting as the Local Planning Agency:  (1) Add the following language to Future Land Use Element Policy 1.5.8 "Encourage Brevard Native Landscaping;" and (2) Delete Conservation Element Policy 1.6.8. One member voted no as he did not feel that the data used for growth projections were accurate and skewed the accuracy of the whole report.
    2. Quasi-judicial - Small Scale Amendment (SSA) Application No. 5-2025 - Sunset Development This item will be rescheduled and re-advertised. This item will be rescheduled and re-advertised.

Quasi-judicial - Small Scale Amendment (SSA) Application No. 6-2025 - Annexation, Small Scale Comprehensive Plan Map Amendment, and Rezoning of Golden Knights Boulevard Industrial Conduct the public hearing and second reading of ordinances for SSA No. 6-2025 to Annex, Small Scale Comprehensive Plan Map Amendment, and Rezone the property located at Golden Knights Boulevard. Ordinance No. 32-2025 amending Section 7, Chapter 63-2001, Laws of Florida, special acts of 1963, by annexing certain property located south of Golden Knights Blvd and east of Tico Road having parcel ID numbers: 23-35-02-01-*-90, and 23-35-02-01-*-77 to be included within the City limits; providing for severability; providing for repeal of conflicting ordinances and providing for an effective date. This is a legislative item. Ordinance No. 33-2025 amending the Code of Ordinances by amending Ordinance No. 60-1988, which adopted the Comprehensive Plan of the City of Titusville, by amending the future land use map, by changing the land use designation on approximately 9.18+/- acres of property located south of Golden Knights Blvd and east of Tico Road, having Brevard County parcel ID numbers 23-35-02-01-*-90, and 23-35-02-01-*-77, from the Industrial (Brevard County) future land use designation to the Industrial (City of Titusville) future land use designation; providing for severability; providing for repeal of conflicting ordinances; and providing for an effective date. This is a legislative item. Ordinance No. 34-2025 Amending Ordinance No. 5-1993 of the City of Titusville, by amending the zoning map made a part of said ordinance by reference by changing the Light Industrial (IU) (Brevard County) zoning district to the Industrial (M-2) zoning district on approximately 9.18+/- acres of property located south of Golden Knights Blvd and east of Tico Road, having Brevard County parcel ID numbers 23-35-02-01-*-90, and 23-35-02-01-*-77; providing for severability; providing for repeal of conflicting ordinances; and providing for an effective date. This is a quasi-judicial item. At their regular meeting on October 8, 2025, the Planning and Zoning Commission, acting as the Local Planning Agency, recommended the following: (1) Approval of the annexation of 9.18+/- acres, 7-0; (2) Approval of the Comprehensive Plan Land Use Amendment from Industrial (Brevard County) to the City's Industrial Future Land Use designation, 7-0; and (3) approval of the rezoning from Light Industrial IU (Brevard County) to the City's Industrial (M-2) zoning district, 7-0. Approved as recommended by staff and the Planning and Zoning Commission, acting as the Local Planning Agency. 
  10. ORDINANCES - FIRST READING
    1. Small Scale Amendment (SSA) Application No. 2-2024 - State Road 405 and Singleton Avenue - PD SOUTH Conduct the first reading of the ordinances for Small Scale Amendment (SSA) Application No. 2-2024: Ordinance No. 38-2025 - An ordinance of the City of Titusville, Florida, amending the Code of Ordinances by amending Ordinance No. 60-1988, which adopted the comprehensive plan of the City of Titusville, by amending the future land use designation on land located at the southeast corner of the intersection of South Singleton Avenue and S.R. 405/South Street from Low Density Residential to Conservation on 11.25+/- acres of property; and from Conservation to Low Density Residential on 0.44+/- acres of property having parcel id nos. 22-35-08-00-1; 22-35-05-00-752; 22-35-05-00-758; 22-35-05-00-759 and 22-35-05-00-760; providing for severability; repeal of conflicting ordinances; and providing for an effective date. (This ordinance is a legislative item.) and Ordinance No. 39-2025 - An ordinance amending Ordinance No. 5-1993 of the City of Titusville, Florida, by amending the zoning map made a part of said ordinance by reference by changing the zoning classification on land located at the southeast corner of the intersection of south Singleton Avenue and S.R. 405/South Street from the General Use (GU) zoning district to the Planned Development (PD) zoning district on 27.99+/- acres of property; and from the Open Space Recreational (OR) zoning district to the Planned Development (PD) zoning district on 0.44+/- acres of property having parcel id nos. 22-35-08-00-1; 22-35-05-00-752; 22-35-05-00-758; 22-35-05-00-759 and 22-35-05-00-760; providing for severability; repeal of conflicting ordinances; and providing for an effective date. (This is a quasi-judicial item.) Conditions of approval of the master plan are described in the rezoning ordinance: (1) A final recreational plan shall be submitted with the plat that illustrates the proposed recreational amenities, including interconnected stabilized sidewalks and walking trails within the open space areas, and confirms with the minimum required open space [1.6(a)]; (2) Wetland #1, Wetland #2, Wetland #3, and Wetland Buffers shall be preserved with the submittal of the plat [1.11(a)]; (3) The developer shall work with the City to adjust the layout of the master plan to achieve the preservation of upland scrub, pine and oaks where feasible. Heritage trees should, to the extent possible, be preserved with the submittal of the plat [1.11(c)]; (4) Buildings may be relocated or rearranged outside required landscape buffers within the area identified as the developable acreage as stated in condition 1.7 of the ordinance and as illustrated on the master plan in Exhibit B [1.13(d)]; and (5) Direct Impacts to wetlands will require an amendment to the Planned Development (PD) ordinance and master plan [1.13(e)]. This agenda item was originally scheduled for the City Council meetings on September 23, 2025 (First Reading) and on October 14, 2025 (Public Hearing). The item was rescheduled and re-advertised. This is the first reading of the ordinances. The City Council will hold a public hearing on this item on November 11, 2025. At their regular meeting on October 22, 2025, the Planning and Zoning Commission, acting as the Local Planning Agency, recommended the following: (1) Amend the Comprehensive Plan Future Land Use Map by changing the future land use designation from the Low Density Residential to Conservation on 11.25+/- acres of property and from Conservation to Low-Density Residential on 0.44+/- acres of property having Parcel ID Nos. 22-35-08-00-1; 22-35-05-00-752; 22-35-05-00-758; 22-35-05-00-759; and 22-35-05-00-760 for SSA#2-2024 – State Road 405 and Singleton Avenue. Approved with a 6 yes, 1 no vote and (2) Amend the rezoning from the General Use (GU) zoning district to the Planned Development (PD) zoning district on 27.99+/- acres of property; and the Open Space Recreational (OR) zoning district to the Planned Development (PD) zoning district on 0.44+/- acres of property having Parcel ID Nos. 22-35-08-00-1; 22-35-05-00-752; 22-35-05-00-758; 22-35-05-00-759 and 22-35-05-00-760 with master plan and conditions of approval as described in the rezoning ordinance (staff conditions one (1) through five (5)). Three additional conditions are as follows: 1. The development must conform to the city’s stormwater master plan. 2. The maximum building height allowed is forty (40) feet. 3. Cross-access to the Forest Hills Baptist Church parking lot be provided. Approved with a 6 yes, 1 no vote. One Member voted no because he feels there will be a negative impact to the conservation land and the zoning does not match the area. Ordinances were read by title only.  The public hearing was scheduled for the regular City Council meeting on November 11, 2025 at 6:30 p.m.

  14. MAYOR AND COUNCIL REPORTS 
    1. Mayor's Report The Mayor will provide his individual report. The Mayor provided his individual report. Council authorized a proclamation recognizing November 2025 as Hospice and Palliative Care Month in the City of Titusville and to present the proclamation to St. Francis Reflection Hospice Team at the City Council Presentation Meeting on November 25, 2025 at 5:30 p.m. as requested by Mayor Connors. Mayor Connors distributed information on FDOT Projects to install new crosswalk with RRFP, new “Pedestrian Crossing Ahead” Pavement Marking (per lane), new speed limit shield pavement marking (per lane), and new speed limit panel and radar speed feedback sign assembly in the downtown as noted on the maps distributed at the meeting.  Council supported the project to move forward by providing their consensus. Council directed staff to provide an advisability to hire an outside consultant to update the City’s Stormwater Master Plan as requested by Mayor Connors. Council requested a presentation to provide an update on development and the current standards; how the Stormwater Master Plan aligns with development; current schedule for maintaining the City’s drainage system, ditches, and the lift stations; and the status of the City’s water treatment plants. No additional action items.

  15. CITY MANAGER’S REPORT
    1. City Manager's Report The City Manager's Report is included in the agenda packet. City Manager Abbate provided his written report. City Manager Abbate advised that the Police Hall of Fame will be closing.  An item will be on the agenda at the next City Council meeting to discuss the possibility of moving the police headquarters to this facility. No action items.
