Mission / Vision Statement
The mission of the Finance Department is to provide fiscal and financial support to City Council and all City Departments. As a branch of the Support Services, Finance is committed to providing accurate, timely and transparent financial information. Our vision is to provide City wide support to allow for the achievement of the City’s strategic goals.
Responsibilities
Finance is responsible for the coordination of all financial activities of the City and acts as a liaison to the City Manager, City Departments and the public. This includes accounting records, audit coordination, financial statement preparation, budget preparation and monitoring, and cash management. Finance functions include:
- Financial compliance and reporting functions using Generally Accepted Accounting Principles (GAAP)
- Implementation of Government Accounting Standards Board (GASB) Statements applicable to City activities
- Planning and coordinating the City’s annual financial audit and filing the Annual Financial Report with the Florida Department of Financial Services
- Preparing the City Manager’s Annual Budget, including the Capital Improvements Program (CIP), and TRIM compliance
- Cash and Treasury management
- Debt compliance, including capital asset project tracking
- Grant administration and compliance
- Internal control monitoring and improvements
- The City’s banking, investment and financial relations
- Collecting and processing City revenues
- Administration of the City’s Lien Research Program
- Serves as the Fiduciary for City related pension plans
