The Harry T. Moore Social Service Center was established in 1974 under a betterment project to provide social-recreational services and activities within the community. The Center serves as a One Stop Shop for information and referrals for local services provided by organizations, agencies, and businesses who provide various services to our citizens.
Additionally, the Center hosts several non-profit agencies who have satellite offices at the Center to bridge the gap in services locally. These tenant agencies provide an array of services ranging from counseling, job search, job training, housing services, homeless services, and more.
The Center aims to provide various social-recreational activities for the community throughout the year.
Program Goals and Objectives
The goals of the City of Titusville's Housing Rehabilitation Program is to improve the quality of life for its residents by improving existing owner-occupied housing: revitalize neighborhoods, remove health and safety hazards, reduce utility costs, and maintain standard housing for those in need.
Types of Assistance
Housing Emergency Repair - program is available to very low-income home-owners who live in the city limits and whose health and safety is threatened by sudden condition in their home. Assistance up to $10,000 in the form of a deferred loan is available.
Housing Rehab - program is available to low-income homeowners who live in the city limits to help them with repairs to their home and bring them into compliance with minimum housing standards. Assistance under this program is for repairs of no more than $5,000 but no greater than $75,000 through a Deferred Payment Loan.
The majority of people who contact the 211 community helpline are in financial crisis, many may need mental health support or help with addictions. Care coordinators listen, help prioritize issues, make plans, and empower people to act. They make thousands of referrals each year to local and other resources.

The City of Titusville’s Neighborhood Services Department invites the community to attend the Community Care Resource Fair, a family-friendly event designed to connect individuals and families with essential services, local resources, and meaningful support.
The fair will bring together a variety of community organizations and service providers in one accessible location, giving residents the opportunity to learn about programs available to support health, housing stability, family needs, and overall well-being. Attendees are encouraged to engage with each participating organization, ask questions, and explore the many resources available within the community.
As an added incentive to promote full participation, a food truck will be on site, and attendees will have the opportunity to receive a free meal by completing the Resource Fair experience. Participants will visit each organization and receive a sticker at every stop. Once all areas have been completed, attendees will receive a meal voucher for $10.00 that can be redeemed at the food truck.
This interactive approach encourages meaningful connection with community partners while creating a positive and welcoming experience for all participants. The Community Care Resource Fair is open to individuals and families of all ages and backgrounds, and no prior registration is required.
By combining access to vital services with an engaging incentive, the Community Care Resource Fair reflects the City’s Neighborhood Services Department ongoing commitment to strengthening community connections and ensuring residents are supported, informed, and valued.
