TITUSVILLE, Fla., Jan. 23, 2026 — The City of Titusville hosted a Stormwater Management Workshop on Jan. 22, 2026, from 5:30 to 7:30 p.m., drawing more than 55 residents along with City leadership and staff. The workshop provided an open forum for residents to share concerns and ask questions following the historic flooding that occurred on the night of Sunday, Oct. 26, 2025.
City staff in attendance included City Manager Tom Abbate, Assistant City Manager Kevin Cook, Interim Public Works Director Sandy Reller, Community Development Director Brad Parrish, Building Official Steve Adams, Sustainability Planner Lily Galleo, and City Engineer KB Ofosu. Council Member Megan Moscoso and Sarah Stoeckel were also present, speaking one-on-one with residents to listen to their experiences, concerns, and ongoing challenges related to the flooding.
During the workshop, numerous residents took the microphone to describe their experiences during the storm, the aftermath of the flooding, and the issues they continue to face. Attendees also raised questions and concerns regarding stormwater infrastructure and future mitigation efforts, engaging directly with City subject matter experts to better understand next steps and ongoing initiatives.
City staff noted that the workshop yielded valuable feedback and information and committed to following up with attendees to provide additional details and updates as the City continues its efforts to address stormwater management and flood resilience.
The 8th annual Florida Arbor Day celebration was held on Friday, January 17, 2025, at 11 AM, on the grounds of the historic Prichard House located at 424 South Washington Avenue recognizing Titusville as a Tree City USA by the Florida Forest Service for 24 consecutive years.
Master of Ceremony, Roz Foster, Director of the Prichard House and member of the non-profit North Brevard Heritage Foundation Inc., formally observed this notable day inviting environmentally engaged community members to include the Titusville Tree Team, The Titusville Environmental Commission, and the Titusville Garden Club offering testimonies on the benefits of which trees provide to Titusville’s ecosystem.
In addition, City of Titusville Mayor Andrew Conners presented an official “Arbor Day Proclamation”, reaffirming the city’s on-going assurance to a thriving environment and acknowledgement of the natural aesthetic trees provide to the city’s landscape.
“I am honored to celebrate this Arbor Day, along with acknowledging the tremendous work our local nonprofits have done to further our city’s commitment to nurturing and expanding our local environment”, said Mayor Connors. “Our city is dedicated to embracing planting and sustaining new and existing trees in our community, as they provide beauty and resources for years and generations to come”, added Connors.

The history and legacy of Titusville’s historic African American community took center stage at a recent City of Titusville special recognition meeting. City Council members were presented with “Joynerville and Beyond: The African American Community of Titusville”, a comprehensive research report that chronicles the stories, landmarks, and historical significance of the neighborhood once known as Joynerville.
Kimberly Hinder, MHP, Senior Architectural Historian, provided a project overview, highlighting the extensive research and documentation efforts focused on the southwest section of downtown Titusville, near present-day South Street.
To ensure the project captured the authentic voice and experiences of Joynerville residents, the research incorporated oral interviews, a historical timeline, mapped locations of key sites, and personal photographs and letters contributed by community members.
Recognizing that African American neighborhoods were historically underrepresented in its preservation efforts, the City of Titusville applied for — and received — a matching grant from the Florida Bureau of Historic Preservation, Division of Historical Resources, to fund the project.
“The Joynerville & Beyond Project is more than just historical research; it’s a lasting commitment to remembrance, recognition, and the preservation of Titusville’s African American history,” said Sue Williams, Redevelopment Planner for the City of Titusville.
Williams also expressed appreciation for the residents who shared their personal stories and memories, emphasizing that their contributions were essential to the project’s success. “We are excited for the next steps and look forward to further honoring the Joynerville legacy,” she added.

The City of Titusville Sustainability Coordinator recently joined representatives from Brevard County Solid Waste Management, Keep Brevard Beautiful, the Brevard Zoo, and nearby municipalities on a tour of "O Town" Compost and 4Roots Farm Campus in Orlando. The purpose was to explore proven models for composting, regenerative agriculture, and food waste diversion that could be adapted to support sustainability goals in Brevard County.
O Town Compost diverts more than 200 tons of food waste each month through residential, commercial, and school programs, including Florida’s first cafeteria composting initiative in 21 Orange County public schools. Their services extend to offices, stadiums, and community events, demonstrating how organics recycling can be integrated into daily life. O Town partners with network of local farmers where the food waste is transported and broken down into high quality compost soil. In exchange, residents who participate in the food waste composting services receive 2 bags of soil a year for their gardens and yards.
4Roots Farm Campus serves as a living laboratory for urban agriculture and biodiversity. The site is powered entirely by solar energy, collects 100% of roof runoff rainwater for irrigation, demonstrates the use of syntropic agroforestry, which is a farming system that prioritizes soil regeneration, carbon capture, and high-density planting using plant diversity and strategic placement instead of pesticides or fertilizers. Pigs are brought in from nearby farms to naturally control sedge weeds. In its greenhouses, crop-rotation, aquaponic, and hydroponic systems demonstrate closed-loop farming practices in an urban environment. With all of these solutions, 4Roots primary goal is to use transform how communities grow, access, and engage through their events, educational programs, and research.
Both of these models demonstrate a strong potential for reducing landfill waste, lowering greenhouse gas emissions, and promoting sustainable land use. The City of Titusville will continue working with Brevard County to evaluate potential partnerships or pilot programs that align with the Sustainability Action Plan objectives for urban agriculture and the citywide 75 percent waste diversion goal.
“I am very grateful for Brevard County Solid Waste Management Department for organizing this tour and am eager to help bring more solutions like these to our City.” said Titusville’s Sustainability Coordinator Lily Galleo.
Solutions such as these will work to progress the adopted Sustainability Action Plan’s goals which include elements that promote urban agriculture, a more circular economy, and achieving a 75% waste diversion goals. Together these solutions help the county extend the useful life of our landfill’s projected capacity and promote access to healthy locally source food.

In response to the on-going economic impacts of the COVID-19 pandemic, the City has opened the next phase of its COVID program. This phase is aimed at homeowners and renters who have experience an economic disruption during any COVID pandemic event between January 2020 to present and reside in a predetermined low-moderate income neighborhood, and who has not received prior assistance.
The program provides financial assistance to eligible homeowners and renters with direct payments made to their mortgage lender, landlord, or utility provider. Please note that City utility bills are not eligible.

The City of Titusville has recently reaffirmed its commitment to sustainability by investing in hybrid vehicles to replace its older fleet vehicles.
As city department workloads grow, so does the demand for reliable work vehicles, pushing aging, fully gasoline-powered models to their limits. A hybrid-fleet initiative recognizes this need, and Titusville City Council Members and city administrative leadership initiated a pivotal step forward last year by investing in 20 hybrid vehicles, ultimately improving the sustainability of its fleet.
The new hybrid Ford F150 truck fleet is powered by two distinct modes of power, both an internal combustion engine and an electric motor for propulsion, which is proven to reduce the need for gasoline, thus reducing greenhouse gas emissions, along with improved fuel efficiency resulting in lower air pollution.
This decision represents an upgrade and a powerful commitment to sustainability, reducing the city’s dependency on fossil fuels and embracing the future of electrification. Currently, there are 14 new replacement hybrid vehicles in use by the Public Works Department, and their team members are better equipped to tackle essential tasks and ensure a cleaner, more efficient, and resilient community.
“The city’s increased pursuit for implementing Titusville’s sustainability action plan prompted our fleet replacement schedule to include hybrid vehicles,” said Public Works Operations Director Sandra Reller. “Our hardworking team members appreciate this conscientious eco-friendly initiative and are excited to operate these new vehicles while they work to serve our community,” added Reller.

TITUSVILLE, FL — August 29, 2025- As part of routine distribution system maintenance to protect public health and ensure the highest drinking water quality, the City of Titusville Public Works Department will temporarily adjust its water disinfection process from September 13 through October 10, 2025.
During this time, Titusville water customers may notice a chlorine odor or a slight change in taste or color in their tap water. This temporary change in water chemistry will not affect the safety of your drinking water. Your water remains safe to drink and use in your home.
Disinfection is a crucial part of water treatment to keep our water safe.
The City of Titusville uses proven and highly effective methods to disinfect water before it reaches customers. Normally, this process includes two steps:
Over time, water settles, ages, and becomes affected by biofilm (a thin layer of microbes that may grow inside the system). These factors affect the quality and taste of water, so it’s essential to regularly flush and disinfect the system. Free chlorination can eliminate microbes in water lines, reducing excessive microbial growth. Otherwise, this newly developed uncontrolled microbial community could cause pipe corrosion, nitrification, aesthetic issues (water taste, odor, and discoloration), and health concerns due to pathogens.
During the upcoming temporary change in disinfection (also known as a free chlorine conversion), the city will suspend the addition of ammonia but will not increase chlorine residuals. Once the maintenance period ends, the city will return to its normal treatment process.
This procedure is a common practice used by many water providers across the country to ensure ongoing system maintenance and high-water quality.

Beginning the week of August 18th, the Riverside Drive force main replacement project will begin. The project replaces 3,258 feet of an existing 1950s era cast iron sewer force main near the Indian River Lagoon with a new HDPE force main. HDPE is a high-density polyethylene pipe and is one of the toughest and most durable choices for pipe material used for utility construction today. The project replaces and relocates the pipe from Grace St to River Palms condos. Not only will the pipe material be upgraded, but the pipe will be moved a few feet west, relocating it further away from the Indian River Lagoon, providing increased resiliency and protection during hurricanes. This project is part of the Public Works department’s commitment to replacing aged infrastructure and promoting safer critical infrastructure near the Indian River Lagoon. Other recently completed City sewer infrastructure projects that benefit the Lagoon include the replacement of approximately 8,000 feet of existing sewer force main along the Lagoon from South Street to the Osprey Water Reclamation Facility and the upgrade of the Osprey Water Reclamation Facility to improve nutrient removal, specifically focusing on reducing nitrogen and phosphorus in reclaimed water. TITUSVILLE, Fla., Oct. 28, 2025 — The City of Titusville was a featured stop and presenter during this year’s Low Impact Development (LID) Conference field trip, hosted by the Marine Resources Council (MRC). The gathering brought together experts, professionals, and stakeholders from around the region to learn about sustainable development, focusing on topics such as project implementation, best practices, and innovative technologies.
The conference also featured a tour of local LID projects, including the headquarters for NuVision Builders at 105 Pinedo Drive in Titusville, the only privately funded LID project on the tour.

Titusville is the first city in Florida to adopt a codified LID ordinance that includes an incentive matrix for private development. Since the ordinance was adopted in 2021, by 2024 nearly 32% of all eligible site permits incorporated LID practices, creating a significant benchmark for sustainable growth in partnership with private developers and providing a proven use case for other municipalities.
As of 2025, other agencies had used Titusville’s ordinance as a reference for developing their own plans, such as Volusia County’s LID Implementation Guidebook, which was facilitated by the East Central Florida Regional Planning Council (ECFRPC).
Beyond private development, the city’s Public Works Department continues to advance municipal green infrastructure projects citywide, supported by grant funding from the county, state, and other agencies. Many of these projects can be viewed on the Water Quality Improvements page.
The Titusville Community Redevelopment Agency (CRA) also supported one of the city’s first municipal LID demonstration sites across from Veterans Memorial Park. The site features pervious pavement and bioswales, and serves as an educational example of how green design can enhance both function and aesthetics in public spaces.

On June 18th, 2025, thirty (30) native trees were planted at Isaac Campbell Park as part of a tree planting event led by the Titusville Tree Team and in coordination with Brevard County Parks and Recreation.
Nearly 100 attendees, including children from the community center’s summer program, helped plant, mulch, and water native live oaks and wax myrtle trees.

Join the Titusville Tree Team on Saturday, August 2 at 9:00 a.m. at Blue Hole Park (1300 Cheney Hwy) for a hands-in-the-dirt community effort to green up one of our local gems!
The Tree Team is planning on planting 20 live oaks in a shady semi-circle for future picnics, and 40 bald cypress trees around the pond to create wildlife habitat, prevent erosion, and naturally filter stormwater runoff.

(Titusville, FL) – September 26, 2025— First responders, community partners, and safety advocates came together during National Child Passenger Safety Week to help local families keep their youngest passengers safe. The Healthy Start Coalition of Brevard’s Child Safety Initiative Vehicular Safety Group hosted its 2nd Annual Car Seat Check Events across Palm Bay, Titusville, and Cocoa.
These free events, offered by appointment only, filled quickly, demonstrating the strong demand for child passenger safety support in the community. Caregivers who were financially qualified and did not already have a car seat were provided with one at no cost, ensuring every child had access to lifesaving protection.
“These collaborative events show how much we can accomplish when first responders, healthcare professionals, and community partners work together,” said Kerri Lubeski, Life Safety Specialist with the Titusville Fire Department. “Our shared goal is to keep children safe and give parents the knowledge, confidence, and resources they need to protect their families on the road.”
Palm Bay – September 23
Palm Bay Fire Rescue, in partnership with State Farm representative Weston Johnson and certified Child Passenger Safety Technicians, checked car seats and provided hands-on education for families. Qualified caregivers also received new seats to ensure safe travel for their children.
Titusville – September 24
Titusville Fire Department teamed up with technicians from Satellite Beach Fire Rescue, Healthy Start, and an independent advanced-certified technician specializing in transporting children with special needs. Families also received CPR/First Aid demonstrations from an American Red Cross–certified instructor, Narcan education from a licensed distributor, and resource bags filled with safety materials and donated children’s clothing.
Cocoa – September 27
Space Coast Lactation hosted families who received car seat checks from certified technicians, including a special-needs expert. The site also featured CPR/First Aid demonstrations and Narcan distribution education. Families in need were provided with new seats to ensure every child traveled safely.
Hot Car Awareness
Each event included a hot car thermometer display, showing how quickly the inside of a vehicle heats up compared to outside temperatures. This impactful demonstration reinforced a critical safety message: never leave a child alone in a car, even for a moment.

The ceremony highlighted the career milestone of a newly promoted officer while also officially welcoming seven new firefighters into the department’s ranks.

Titusville, FL — September 19, 2025 —The City of Titusville Fire Department has introduced a powerful new educational tool aimed at preventing pediatric vehicular heat stroke: a Hot Vehicle Display that visually demonstrates just how dangerous it can be to leave a child inside a parked car.
This innovative display shows motorists both the outdoor temperature and the actual inside temperature of a non-running vehicle with the windows up. The side-by-side comparison provides a striking reminder of the rapid and extreme heat rise that occurs in vehicles—even on seemingly mild days.
Florida has the second-highest rate of pediatric vehicular heat stroke in the country. As Floridians, we enjoy warm temperatures most of the year. However, it can be a danger for children left alone in vehicles. In as little as 30 minutes, a parked vehicle can reach deadly levels—up to 150 degrees. Nearly 80% of the total heat rise occurs during that short period, making it a completely preventable but very real danger.
The Titusville Fire Department’s mission is clear: Never leave a child alone in a car, ACT.
The new display will be used throughout the year at school car loops during pick-up and drop-off times, as well as at community safety events.
Kerri Lubeski, Life Safety Specialist with the Titusville Fire Department, emphasized the importance of the program:
“This impactful display lets motorists know how dangerous it is to leave a child in a vehicle. It just takes a few minutes in a car with the windows up and the engine off to cause serious injury or death to a child. My goal is to educate the public, and this reminder will ultimately prevent these tragic incidents,” said Lubeski.
The Titusville Fire Department urges families to treat this as a life-saving reminder. Pediatric vehicular heat stroke is 100% preventable.

On Thursday August 28, 2025, at approximately 7:30PM, the Titusville Police Department’s Criminal Investigations Section arrested Christopher Owens, 34, of Titusville after receiving a tip from the Internet Crimes Against Children Task Force involving Owens transmitting explicit child material online. Investigators were able to validate the tip, linking Owens to the offenses.
Detectives took Owens into custody on August 28th without incident at his residence and are still processing both physical and digital evidence related to this case. Through this extensive investigation, Detectives were able to link Owens to another state and are currently working with external agencies to identify more victims to bring forward the appropriate charges.
Currently, Christopher Owens is being charged with the following, however more charges are anticipated:
Owens is being held at the Brevard County Detention Center with a $125,000.00 bond.
“Protecting children from online predators is one of our highest priorities,” said Detective Sergeant Bryan Nelson. “Our Detectives works tirelessly to track down offenders and bring them to justice. Every child deserves to grow up safe, and we will continue to use every resource available to ensure that happens while continuing to provide for a safe city.”

On Wednesday August 20th, 2025, at approximately 4:20PM, Titusville Police Department Detectives arrested two Titusville residents for drug and solicitation charges. The investigation began after Detectives uncovered evidence of a solicitation for prostitution, which then led to the seizure of the dangerous street drug Fentanyl.
James Saunders of Titusville solicited sex to a male undercover detective and then went and purchased Fentanyl in the presence of the detective near the 700 block of Deleon Ave. Detectives were able to arrest both Saunders and Calease Jordan, who had sold Fentanyl to Saunders. Also seized from Jordan’s person upon her arrest was 8.6 grams of Fentanyl.

Both Saunders and Jordan are being held at the Brevard County Detention Center. Saunders is held on a $25,500 dollar bond while Jordan is being held on a $150,000 dollar bond
“This case highlights the critical importance of our Special Investigations Section and their ability to protect the public”, said Major Jeremy Gonzalez. “Our detectives put a priority on drug related crimes as fentanyl is one of the deadliest drugs plaquing our community.
