MONDAY SEPTEMBER 9, 2024

The Affordable Housing Advisory Committee meeting was held at the Harry T. Moore Social Service Center, 725 S. DeLeon Avenue.

The members present were Council Member Joe C. Robinson, Member Gary, and Member Manning. City Staff present were Tracy Davis, Neighborhood Services Grants & Contracts Compliance Manager, and Sheila Martin, Neighborhood Services Special Projects Coordinator.

IV. APPROVAL OF MINUTES FOR JULY 29, 2024
Motion to accepts minutes as is made by Member Gary; seconded by Member Manning.
Motion passed by unanimous voice vote of yes.

VI. NEW BUSINESS
- Incentive A: Expedited Permitting
Tracy Davis reviewed the current strategies regarding Incentive A. Chairman Robinson asked if there were any changes needed to update the recommendations for Incentive A. It was the consensus of the Committee that more information was needed regarding the permitting process and therefore Incentive A should be tabled until staff from Planning can be present to answer specific questions.
Motion to table Incentive A made by Member Gary; Seconded by Vice Chairperson Manning.
Motion passed by unanimous voice vote of yes.
- Incentive B: Modification of Impact Fee Requirements
Chairman Robinson stated that he believes that there is a plan being developed to address the modification of impact fees, but the Committee cannot really take any action regarding Incentive B until there is a staff member from the Planning department available to advise.
Motion to table Incentive B made by Vice Chairperson Manning; Seconded by Member Gary.
Motion passed by unanimous voice vote of yes.
- Incentive C: Increase Allowable Density Levels
Chairman Robinson recommended no change to Incentive C because of the changing housing needs of the community and until clarity is provided by the State regarding the intentions of the Live Local Act. Vice Chairperson Manning stated that in the future, it would be beneficial to evaluate the possibility of adjusting density requirements for housing projects pursuant to the affordable units set aside.
Motion to leave Incentive C as is made by Member Gary; Seconded by Member Manning.
Motion passed by unanimous voice vote of yes.
- Incentive D: Reservation of Infrastructure Capacity for Affordable Housing
Tracy Davis reviewed the strategies and examples of recommendations for Incentive D that were provided by the Florida Housing Coalition. Chairman Robinson informed the Committee that the State is pushing the responsibility of the issue of capacity onto local governments and the Live Local Act and HB 1365 will affect capacity. Vice Chairperson Manning stated that she would like to speak with a member of staff from the Planning Department about how the City is addressing capacity. The Committee agreed that it would be best to table Incentive D until a member of the Planning Department can answer questions about reserving capacity for affordable housing.
Motion to table Incentive D made by Member Gary; Seconded by Vice Chairperson Manning.
Motion passed by unanimous voice vote of yes.
