The Planning Department provides review and analysis of land use and development proposals to ensure compatibility with the community standards as established by the City’s Land Development Regulations (LDRs) including:

  • Adopted Comprehensive Plan
  • Concurrency Management System
  • Zoning and subdivision regulations

Goals & Objectives

The purpose of the Planning Department is to perform the daily operations associated with the maintenance of the Comprehensive Plan, providing interpretations of the:

  • Current planning and zoning regulations
  • Development and site plan consultation and coordination
  • Downtown development review and coordination
  • Site plan review


On April 21, 2021, the City of Titusville Planning and Zoning Commission will hold a public meeting to receive input on a draft outdoor seating ordinance related to outdoor seating at commercial and retail establishments. The draft ordinance includes new standards to address amplified music, hours of operation, parking requirements, and the location and size of outdoor seating. The meeting will begin at 6:00 p.m. in the City Council Chambers on the second floor of City Hall, 555 South Washington Avenue, Titusville, Florida 32796.
