Titusville showcased on regional low impact development tour

TITUSVILLE, Fla., Oct. 28, 2025 — The City of Titusville was a featured stop and presenter during this year’s Low Impact Development (LID) Conference field trip, hosted by the Marine Resources Council (MRC). The gathering brought together experts, professionals, and stakeholders from around the region to learn about sustainable development, focusing on topics such as project implementation, best practices, and innovative technologies.
The conference also featured a tour of local LID projects, including the headquarters for NuVision Builders at 105 Pinedo Drive in Titusville, the only privately funded LID project on the tour.

Other projects highlighted included Cape Canaveral’s rain garden, and Cocoa Beach’s Minuteman Causeway improvements.
City Staff also gave a presentation on best practices and lessons learned for other communities considering LID ordinances.

Titusville is the first city in Florida to adopt a codified LID ordinance that includes an incentive matrix for private development. Since the ordinance was adopted in 2021, by 2024 nearly 32% of all eligible site permits incorporated LID practices, creating a significant benchmark for sustainable growth in partnership with private developers and providing a proven use case for other municipalities.
As of 2025, other agencies had used Titusville’s ordinance as a reference for developing their own plans, such as Volusia County’s LID Implementation Guidebook, which was facilitated by the East Central Florida Regional Planning Council (ECFRPC).
Beyond private development, the city’s Public Works Department continues to advance municipal green infrastructure projects citywide, supported by grant funding from the county, state, and other agencies. Many of these projects can be viewed on the City of Titusville GIS page.
The Titusville Community Redevelopment Agency (CRA) also supported one of the city’s first municipal LID demonstration sites across from Veterans Memorial Park. The site features pervious pavement and bioswales, and serves as an educational example of how green design can enhance both function and aesthetics in public spaces.
