LEVEL 1 - FULL ACTIVATION
Highest level of alert; this activation occurs when an incident requires full participation of EM personnel and Emergency Support Functions of City departments.

Latest Titusville Updates

Updated 10/10/2024 @ 1:00p.m. - Titusville's Emergency Operations Center has ceased operations as of 1pm today. Limited city operations, incl. debris cleanup / post-storm maintenance, will continue on Friday, Oct. 11. The city will resume normal operations, and City Hall will reopen, on Monday, Oct. 14 at 8am

Updated 10/10/24 @ 9:00a.m. - As of this report, Hurricane Milton produced approximately 6.5 inches of rain with sustained winds reaching 70 mph. 

The storm is forecasted to continue to produce tropical force winds and rain showers this morning Thursday (10 Oct) until 11am. Initial assessments have identified isolated yard and street flooding, fallen trees, tree limb debris, along with electrical power outages.

Weather permitting, city crews will begin debris pickup early this afternoon Thursday (10 Oct) continuing debris pickup on Friday (11 Oct) and Saturday (12 Oct). Debris pickup will resume operations on Monday (14 Oct) continuing throughout the week as necessary to clear remaining curbside debris.  

Solid waste pickup will resume on Friday (11 Oct) with the normally scheduled Friday pickup routes on Friday. The normally scheduled Thursday routes will be picked up on Saturday (12 Oct).

The city Emergency Operations Center (EOC) will discontinue operations today Thursday (10 Oct) at 1300.  Essential personnel will continue operations throughout the day today Thursday (10 Oct) and tomorrow Friday (11 Oct).

The city will conduct limited partial operations on Friday (11 Oct) with essential personnel only. The city will resume normal operations on Monday (14 Oct).

Updated 10/9/2024 @ 2:30p.m.Brevard County is currently under a tornado watch until 9pm this evening (9 Oct). 

Hurricane Milton is expected arrive in our area as a CAT 1 early tomorrow (10 Oct) morning. Winds are expected to be sustained at 55-75 mph gusting into the 90 mph range. 

Rainfall amounts in our area is expected to reach 6-8 inches with isolated areas reaching 10-12 inches. There are currently pockets of isolated street and yard flooding in the city as the storm advances. 

Coastal Atlantic storm surge is expected to be 2-5 feet along the East Coast.

Anticipate wide scale electrical power outages during and after the storm impacts our area.  

Brevard County opened 3 shelters today (9 Oct) at 9 am. Shelters are for residents who live in manufactured or mobile homes, flood-prone or low-lying areas, or those needing safe harbor from potentially dangerous wind and rain conditions anticipated from Hurricane Milton. Space Coast Area Transit will provide transportation to the shelters for registered special needs clients. To request transportation to a special needs shelter call 2-1-1.

The City’s Emergency Operations Center (EOC) is fully staffed for 24 hour operations as of today at 0800, and will remain operational throughout the duration of the storm.

City street crews completed debris pickup and prepositioned equipment and crews for post storm recovery today (9 Oct) at 1200.

Updated 10/9/2024 @ 8:00am - City of Titusville's Emergency Operations Center (EOC) has activated and will remain in operation throughout the duration of the storm.  For information on the city's response and status, call the hurricane hotline at 321-567-3685.


Update 10/8/2024 @ 4:00pm - Brevard County is under a Hurricane Warning and Flood Watch.

The storm is expected to be a CAT 1 when it reaches Brevard County currently projecting in the central/North area. Winds are expected to be sustained at 70-85 mph gusting into the 90-100 mph range.

Rainfall amount in our area is expected to be 6-8 inches with isolated areas reaching 10-12 inches.

Coastal Atlantic storm surge is expected to be 2-5 feet from Sabastian North to Edisdo Beach, South Carolina.

Anticipate wide scale electrical power outages during and after the storm impacts are area.

Residents going to shelters will need to take their own supplies, including bedding, folding chairs, or sleeping bags; any needed medications; multiple changes of clothing and sturdy shoes; personal hygiene items; and entertainment items, like games, cards, books or magazines.

Space Coast Area Transit will provide transportation to the shelters for registered special needs clients. To request transportation to a special needs shelter call 2-1-1.

The city of Titusville declared a local state of emergency today (8 Oct) at 1200. 

The city of Titusville Emergency Operations Center (EOC) will activate for 24 hour operations on Wednesday (9 Oct) at 0800 and remain operational throughout the duration of the storm.

Updated 10/8/24 @ 10:30am - As of 0800, Hurricane Milton is located 545 miles SW of Tampa moving ENE at 12 mph.

 Hurricane Milton has sustained winds of 145 mph - a CAT 4 major hurricane.

 The storm continues towards the Tampa Bay area and Pinellas County expected to make landfall as a CAT 3 sometime late evening Wednesday (9 Oct) into Thursday (10 Oct) morning.   

 Brevard County is now under a Hurricane Warning and Flood Watch. The storm is expected to be a CAT 1 when it reaches Brevard County area. Winds are expected to be sustained at 70-85 mph gusting into the 90-100 mph range. Rainfall amount in our area is expected to be 6-8 inches with isolated areas reaching 10-12 inches.  Additionally coastal Atlantic storm surge is expected to be 1-4 feet from Sabastian North to Edisdo Beach, South Carolina. Anticipate wide scale electrical power outages during and after the storm impacts our area.  

 Brevard County government operations will be closed on Wednesday (9 Oct) and Thursday (10 Oct) including SCAT bus operations. The Brevard County EOC is at full activation.   

 Brevard County EOC will announce information on shelters later this afternoon.

 Port Canaveral will close all operations both Wednesday (9 Oct) and Thursday (10 Oct).

 The city’s local state of emergency will begin today (8 Oct) at 1200. 

 The city EOC will activate on Wednesday (9 Oct) at 0800 and remain operational throughout the duration of the storm.

 City crews continue to prepare city facilities, prepositioning equipment and crews, debris and solid waste pick up.

 City normal government operations will cease today Tuesday (8 Oct) at 1500. City normal government operations remain closed Wednesday (9 Oct) and Thursday (10 Oct).   

 Today is the final day for the city sandbag operations between the hours of 0830-1700 at the Public Works facility. Brevard County will operate the final day of sandbag distribution today from 0800-1800 at Chain of Lakes park.




Updated 10/7/24 @ 4pm - Hurricane Milton has now reached CAT 5 level. The storm is expected to weaken making landfall in Pinellas County sometime Wednesday (9 Oct) afternoon / early evening. 

 Hurricane Milton is expected to be a low CAT 1 when it reaches the Brevard County area. Winds are expected to be sustained at 70-85 mph with higher tropical storm gusts.

Rainfall amounts are expected to be 6-8 inches with isolated pockets of 10-12 inches. We can expect street and yard flooding as the soils are saturated and very high river levels in both the Indian River Lagoon and St Johns River. 

 Gov Ron DeSantis declared a state of emergency for much of Florida in preparation for Hurricane Milton on Sunday (6 Oct).

 Brevard County declared a local state of emergency today Monday (7 Oct) with the County Emergency Operations Center (EOC) activated. 

 Brevard County Schools will early release students tomorrow (8 Oct) and will be closed Wednesday (9 Oct) and Thursday (10 Oct). EFSC is closed through Friday (11 Oct).

Brevard County Emergency Coordination Group (ECG) will meet tomorrow Tuesday (8 Oct) morning at 0900 to further discuss protective measures to be taken such as shelters and additional closures.

 Brevard County will operate the final day of sandbag distribution tomorrow Tuesday (8 Oct) from 0800-1800 at Chain of Lakes park.

 In preparation for Hurricane Milton, the city will declare a local state of emergency beginning tomorrow Tuesday (8 Oct) at 1200.  Mayor Diesel has signed the emergency declaration.

An emergency declaration provides avenue for local governments to expedite contractual procedures, rental of equipment, employment of permanent and temporary workers, acquisition of supplies, materials and facilities and appropriation and expenditure of public funds.

The city EOC will activate on Wednesday (9 Oct) at 0800 and remain operational throughout the duration of the storm.

City crews are continuing with facilities preparations, prepositioning equipment and crews, debris and solid waste pick up.

City normal operations will cease tomorrow Tuesday (8 Oct) at 1500. City normal operations will be closed Wednesday (9 Oct) and Thursday (10 Oct).   

The final day for the city sandbag operations is tomorrow Tuesday (8 Oct) between 0830-1700 at the Public Works facility.

The Community Redevelopment Agency (CRA) and Regular City Council meetings scheduled for tomorrow Tuesday (8 Oct) at 1730 and 1830 have been rescheduled for Tuesday (15 Oct) at 1730 and 1830.

Update 10/7/24 @ 10:30am - The City of Titusville Solid Waste Division asks that you DO NOT cut down trees or vegetation or do any major yard work when a hurricane is on the way. Mass cutting places a tremendous burden on the normal solid waste collection process, and collection of this debris a few days prior to landfall of the storm is not guaranteed.

 During a Watch or Warning period DO NOT place materials at the curb or take materials to the landfill or transfer facility. Services may be suspended and facilities may close early to prepare for the storm.

 Due to expected hurricane impacts, Thursday’s Solid Waste collection will be moved to Saturday. Friday’s collection will remain on Friday; any missed areas will be collected on Saturday.

Update 10/7/24 @ 10am - Hurricane Milton has slowed down and is intensifying. The storm is expected to make landfall on the Westcoast on Wednesday, 9 Oct in the afternoon/evening.

Locally, staff anticipates localized yard and street flooding along with tree debris due to soil saturation and high water levels in both the Indian River Lagoon and St. Johns River.

Based on the current projections here is our updated timing and actions to help address Hurricane Milton:

  • Declaration of a local state of emergency will begin tomorrow Tuesday (8 Oct) at 1200.
  • City operations and storm preparation will continue today through tomorrow Tuesday (8 Oct) at 1500. 
  • City normal operations are planned to close both Wednesday (9 Oct) and Thursday (10 Oct) resuming normal operations on Friday (11 Oct).
  • The city emergency operations center is planning a full activation beginning Wednesday (9 Oct) morning at 0800 remaining operational throughout the duration of the storm.

City sandbag operations continues at the city public works facility today Monday (7 Oct) and tomorrow Tuesday (8 Oct) from 0800-1730.  Additionally, Brevard County is operating a sand bag operation at Chain of Lakes park today, Monday (7 Oct) from 0800-1800.


The Mission of the Emergency Operations Center

The City of Titusville's Emergency Operations Center (EOC) is located inside the Titusville Fire Headquarters facility at 550 S. Washington Avenue.  EOC is a coordinated effort by city departments to centralize all of the emergency management personnel assets in one location.This centralized approach makes management during an emergency especially effective, and helps us respond quickly to emergency issues.
