Regular meeting
January 21, 2025
The 2024/2025 Student Advisory Council (SAC) met in regular session on Tuesday, January 21, 2025 in the Council Chamber, 2nd Floor, City Hall, 555 South Washington Avenue, Titusville, Florida. Co-Chairperson Victoria Hillery called the meeting to order at 4:00 p.m.
Present were, Co-Chairperson Julia Moon, Co-Chairperson Victoria Hillery and Members Peyton Redfern, Cadyn Fiebig, Sydney Lelle, Luke Donhoff, Ava Sperr and Alexis Peer.
Co-Chairperson Callie Cerrato, Members London Hopping, Christa Sims and Grace Barraza were absent.
Also present was City staff Liaison Emily Campbell.
COMMENTS FROM THE PUBLIC PRESENT – None.
MINUTES
Motion: Co-Chairperson Julia Moon moved to approve the minutes of the regular Student Advisory Council (SAC) meeting of December 17, 2024, as submitted. Member Alexis Peer seconded the motion and it carried unanimously.
NEW BUSINESS
Mock City Council – March 27, 2025 at 6:00 p.m. – Council reviewed the complete Mock City Council agenda. There were no questions and no action on this item.
What’s next? – Co-Chairperson Julia Moon advised council that the Participant Orientation Meeting/Special SAC meeting was on Thursday, January 23, 2025 at 4:00 p.m.
Staff Liaison Emily Campbell advised council that this meeting would count toward your attendance requirement.
Annual Report to City Council – Co-Chairperson Julia Moon advised that Council’s governing resolution required the Council to present an annual report to the City Council each April. The annual report was a summary of Council’s accomplishments during the term and included recommendations to the next years council. In order to write and organize this report, individual members of Council, typically in January and February, accept assignments or volunteer to write each of the report’s sections (normally based on 2-4 projects/goals). This report would be presented to City Council at their April 22, 2025 6:30 p.m. meeting.
- Beach Cleanup
- Mock City Council
Additionally, by April 2025, Council must solidify 2-4 goals for the 2025/2026 council. Co-Chairperson Julia Moon advised council to begin to think about and discuss goals for next year. Each member should think of a goal/project to bring to the next meeting.
Co-Chairperson Julia Moon advised that she would write and present the report for the beach cleanup.
Member Sydney Lelle advised that she would present the introduction.
Member Alexis Peer advised that she would present the conclusion.
OLD BUSINESS
Annual Beach Cleanup - January 18, 2025 – Co-Chairperson Julia Moon reviewed the beach cleanup. She stated that Canaveral National Seashore held their own beach cleanups and advised that next year we could participate with them during one of their beach cleanups. She also recommended that council participated in the beach cleanup earlier in the school year in September or October.
Elementary Art project – Staff Liaison Emily Campbell advised Council that the Mock City Council was a big project, and they did not have time to plan both the Mock City Council and Elementary Art Project. Council agreed and discussed other projects or goals they could add for next year.
MEMBER REPORTS – Student Advisory Council (SAC) Members may individually share info they feel may benefit other SAC members, the community, etc.

- Informational Items
- Council Budget – For your information: the available funding for SAC projects (Projects account nos. GFCC01 and GFCC04) is included in this agenda packet.
- Polo Shirt Order Form – For Students that do not have a SAC polo shirt (dark blue with white embroidery), please submit your order form and shirt size to the City Staff liaison, Emily Campbell (form provided in the orientation packet).
- Removal of Member – One of the three chairpersons need to sign the memo to City Council for removal of the 11th grade representative from ACE. He failed to attend three (3), regular consecutive meetings in October, November and December. Per the City Code this automatically forfeits membership.
- Student Advisory Council 2025/2026 Appointments – Nominations to serve on the 2025/2026 Student Advisory Council (SAC) are due from the High School Advisors by/before April 1, 2025. Contact your SAC High School Advisor quickly to ask about any school application requirements or based on if you would like to be considered or re-appointed for the 2025/2026 term.
- Council Scholarship Award Policy – Per policy, Senior members must submit the application for the scholarship award to Emily Campbell (City staff liaison), with prior annual attest statements for the accrued scholarship award no later than March 1st of the year of their graduation. This form was provided to all members in the annual orientation packet.
Please note: For the remainder of the 2024-2025 SAC term, staff will monitor each senior’s qualification status and provide her or him with an annual attest form at your last regular meeting in April. Scholarships will be presented at the City Council meeting on April 22, 2025 at 6:30 p.m.
- Meeting Agendas & Delivery Methods – Following the first SAC meeting on August 20, 2024, the monthly meeting agenda will be emailed to you at least five (5) calendar days prior to each meeting; however, emails are sometimes undeliverable. To this, it is each SAC Member’s responsibility to get and review meeting agendas prior to your meetings.
Another option - pick-up hardcopy of the SAC meeting agenda from City Hall (Information Desk). A hardcopy of the agenda will also be available at meetings.
Reminder your Council’s regular meetings are held the 3rd Tuesday of each month
at 4PM, August through April, at Titusville City Hall.
Special meetings may be scheduled as necessary.
