February 18, 2025
The 2024/2025 Student Advisory Council (SAC) met in regular session on Tuesday, February 18, 2025 in the Council Chamber, 2nd Floor, City Hall, 555 South Washington Avenue, Titusville, Florida. Co-Chairperson Victoria Hillery called the meeting to order at 4:00 p.m.
Present were, Co-Chairperson Julia Moon, Co-Chairperson Victoria Hillery, Co-Chairperson Callie Cerrato and Members Peyton Redfern, Cadyn Fiebig, Sydney Lelle, Grace Barraza, Christa Sims, Luke Donhoff, Ava Sperr and Alexis Peer.
Also present was City staff Liaison Emily Campbell.

MINUTES
Motion:
Co-Chairperson Julia Moon moved to approve the minutes of the regular Student Advisory Council (SAC) meeting of January 21, 2025, as submitted. Member Alexis Peer seconded the motion and it carried unanimously.

NEW BUSINESS
Mock City Council – March 27, 2025 at 6:00 p.m. – The request was to reschedule the Mock City Council. The suggested date was Thursday, April 3, 2025 at 6:00 p.m.
Council discussed different dates that worked with their schedules.
Motion: Co-Chairperson Julia Moon moved to reschedule the Mock City Council to April 1, 2025 at 6:00 p.m. Member Christa Sims seconded the motion.

What’s next? – Co-Chairperson Callie Cerrato advised that the Mock City Council Dress Rehearsal was still scheduled for Thursday, February 20, 2025 at 4:15 p.m.

March 18, 2025 Student Advisory Council Meeting – Co-Chairperson Callie Cerrato advised that the March meeting was scheduled during Spring Break for Brevard County Schools.
Motion: Co-Chairperson Julia Moon moved to reschedule the March 18, 2025 Student Advisory Council meeting to March 11, 2025 at 4:00 p.m. Member Alexis Peer seconded the motion. The motion carried unanimously.

OLD BUSINESS –
Annual Report to City Council – Co-Chairperson Callie Cerrato advised that the governing resolution required Council to present an annual report to the City Council each April. The annual report was a summary of Council’s accomplishments during your term, but also included recommendations to your successors. This report would be presented to City Council at their April 22, 2025 6:30 p.m. meeting.

- Mock City Council (Callie Cerrato writing and presenting)
- Conclusion (Alexis Peer presenting)
Additionally, by April 2025, Council must solidify 2-4 goals for your successors.
Council members reviewed the following goals/ideas for next year:
- Leadership Seminar
- Can food drive
- Clothes drive
- Kids shoe drive
- Teen clothes drive
- Feeding the homeless
- Volunteering with elementary students
- Volunteering with special education students
Council member would do more research on these projects and finalize their goals at the March 11, 2025 meeting.

Elementary Art project – Staff Liaison Emily Campbell advised Council that the Mock City Council was a big project, and they did not have time to plan both the Mock City Council and Elementary Art Project. Council agreed and discussed other projects or goals they could add for next year.

- Council Budget – For your information: the available funding for SAC projects (Projects account nos. GFCC01 and GFCC04) is included in this agenda packet. (Page 15)
- Student Advisory Council 2025/2026 Appointments – Nominations to serve on the 2025/2026 Student Advisory Council (SAC) are due from the High School Advisors by/before April 1, 2025. Contact your SAC High School Advisor quickly to ask about any school application requirements or based on if you would like to be considered or re-appointed for the 2025/2026 term.
- Memo to City Council requesting approval of absences – One of the three chairpersons need to sign the memo to City Council requesting approval of absences for the 10th grade representative from THS. She failed to attend three (3), regular consecutive meetings in November, December and January. Per the City Code this automatically forfeits membership.
Motion: Co-Chairperson Julia Moon moved to approve the request and recommendation to City Council to excuse Grace Barraza’s absences and allow her to continue to serve on the 2024-2024 Student Advisory Council. Member Alexis Peer seconded the motion. The motion carried unanimously.
- Council Scholarship Award Policy – Per policy, Senior members must submit the application for the scholarship award to Emily Campbell (City staff liaison), with prior annual attest statements for the accrued scholarship award no later than March 1st of the year of their graduation. This form was provided to all members in the annual orientation packet.
Please note: For the remainder of the 2024-2025 SAC term, staff will monitor each senior’s qualification status and provide her or him with an annual attest form at your last regular meeting in April. Scholarships will be presented at the City Council meeting on April 22, 2025 at 6:30 p.m.
- Meeting Agendas & Delivery Methods – Following the first SAC meeting on August 20, 2024, the monthly meeting agenda will be emailed to you at least five (5) calendar days prior to each meeting; however, emails are sometimes undeliverable. To this, it is each SAC Member’s responsibility to get and review meeting agendas prior to your meetings.
Another option - pick-up hardcopy of the SAC meeting agenda from City Hall (Information Desk). A hardcopy of the agenda will also be available at meetings.
Reminder your Council’s regular meetings are held the 3rd Tuesday of each month
at 4PM, August through April, at Titusville City Hall.
Special meetings may be scheduled as necessary.
