Legal / City Attorney
The City Attorney acts as the legal advisor for the municipality, its boards and commissions, and all of its officers in matters relating to their official duties. When required to do so by the City Council, they shall prosecute and defend all civil complaints, suits and controversies in which the City is a party. They shall furnish the City Council, the City Manager, the head of any department, or any officer, board, council or agency not included in any department his opinion on any question of law relating to their respective powers and duties.
In addition to these duties, the City Attorney shall perform such other professional duties as may be required of them by ordinance, resolution or motion of the City Council or as are prescribed for city attorneys under federal and state laws.
Biography
Andriene C. Treasure was appointed as City Attorney for the City of Titusville in October 2025. Ms. Treasure is the city’s first woman to hold the position of chief legal advisor.
Ms. Treasure has twenty-five (25) years of professional experience as a practicing attorney, primarily with state and local governments and non-profit agencies. She recently served as Assistant City Attorney for the City of West Palm Beach and prior to that, she served as Assistant City Attorney for the City of Riviera Beach and as an Assistant County Attorney for Broward County.
Ms. Treasure earned her law degree from St. Thomas University College of Law in Miami Gardens in 2000 and her bachelor’s degree in political science and government from Florida Atlantic University in Boca Raton in 1995. She is a dedicated lawyer and is committed to serving the community.
Assistant City Attorney
The Assistant City Attorney shall work under the supervision of the City Attorney and perform such duties assigned. In such cases they shall have the same powers as the City Attorney.
